A/RES/73/177 Human rights in the administration of justice General Assembly resolution 71/188 of 19 December 2016 and Human Rights Council resolutions 36/16 of 29 September 2017 9 and 37/22 of 23 March 2018, 10 Taking note with appreciation of the report of the Secretary-General on strengthening and coordinating United Nations rule of law activities, 11 Recalling the adoption of the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules), 12 Reaffirming the importance of international standards and norms in crime prevention and criminal justice, including in relation to drug -related crimes, as recognized by Member States in the outcome document of the thirtieth special session of the General Assembly, entitled “Our joint commitment to effectively addressing and countering the world drug problem”, 13 Welcoming the work of all special procedures of the Human Rights Council that address human rights in the administration of justice in the discharge of their mandates, Taking note of the work of the human rights treaty body mechanisms on human rights in the administration of justice, inter alia, of general comments No. 21 (1992) on humane treatment of persons deprived of their liberty, 14 No. 32 (2007) on the right to equality before courts and tribunals and to a fair trial 15 and No. 35 (2014) on liberty and security of person, 16 adopted by the Human Rights Committee, general comments No. 10 (2007) on children’s rights in juvenile justice 17 and No. 13 (2011) on the right of the child to freedom from all forms of violence, 18 adopted by the Committee on the Rights of the Child, general recommendation No. 31 (2005) on the prevention of racial discrimination in the administration and functioning of the criminal justice system, 19 adopted by the Committee on the Elimination of Racial Discrimination, and general recommendation No. 33 (2015) on women’s access to justice, 20 adopted by the Committee on the Elimination of Discrimination against Women, Noting with appreciation the important work in the field of the administration of justice of the United Nations Office on Drugs and Crime, the Office of the United Nations High Commissioner for Human Rights, the United Nations Development Programme, the United Nations Children’s Fund, the Department of Peacekeeping Operations of the Secretariat and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women), as well as the work of the Special Representative of the Secretary-General on Violence against Children and the Special Representative of the Secretary-General for Children and Armed Conflict, Recalling the regional conference on oversight, inspection and monitoring of places where children are deprived of liberty in the framework of the criminal justice system organized in Buenos Aires on 19 and 20 May 2016 by the Special __________________ 9 10 11 12 13 14 15 16 17 18 19 20 2/9 See Official Records of the General Assembly, Seventy-second Session, Supplement No. 53A (A/72/53/Add.1), chap.
