[Urges States to take action to eliminate all forms of violence against women by means of a more systematic, comprehensive, multisectoral and sustained approach, adequately supported and facilitated by strong institutional mechanisms and financing, through national action plans, including those supported by international cooperation and, where appropriate, national development plans, including poverty eradication strategies and programme-based and sector-wide approaches, and to this end:] To provide training and capacity-building on gender equality and women's rights for, inter alia, health workers, teachers, law enforcement personnel, military personnel, social workers, the judiciary, community leaders and the media;
