48/18.
Complete withdrawal of foreign military
forces from the territories of the Baltic
States
The General Assembly,
Reaffirming its resolution 47/21 of 25 November 1992,
Having considered the report of the Secretary-General on the complete
withdrawal of foreign military forces from the territories of the Baltic
States, 1/
Conscious of the statement in the report of the Secretary-General that
"delay in completing the withdrawal of foreign military forces from the
territories" of Estonia and Latvia "is rightly a matter of concern to the
international community", 2/
Considering that the United Nations, pursuant to the provisions of its
Charter, has a major role to play in, and responsibility for, the maintenance
of international peace and security,
Mindful that the timely application of preventive diplomacy is the most
desirable and efficient means of easing tensions before they result in
conflict,
