The right to care, recovery and reintegration is implemented through the adoption and implementation of legislation, policies and plans of action; the establishment of institutional frameworks and mechanisms for the delivery of services; the effective allocation of necessary human and technical resources; coordination, monitoring and assessment mechanisms; and prevention, education and awareness-raising campaigns, with the participation of the children, the involvement of civil society, the business sector, academic institutions and the media and the support of international cooperation.
