Violations Committed in the Territory of Neighbouring States between
1 January and 31 December 1994

The General Assembly,
Recalling its resolutions 53/212 and 53/213 of 18 December 1998, in which it requested the SecretaryGeneral, with a view to evaluating the effective operation and functioning of the International Tribunal for
the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed
in the Territory of the Former Yugoslavia since 1991 and the International Criminal Tribunal for the
Prosecution of Persons Responsible for Genocide and Other Serious Violations of International Humanitarian
Law Committed in the Territory of Rwanda and Rwandan Citizens Responsible for Genocide and Other Such
Violations Committed in the Territory of Neighbouring States between 1 January and 31 December 1994,
to conduct a review in full cooperation with the Presidents of the International Tribunals, without prejudice
to the provisions of the statutes of the Tribunals and their independent character, and to report thereon to the
relevant organs of the United Nations,
Recalling also its resolution 54/240 A of 23 December 1999, in which it requested the Secretary-General
to obtain comments and observations from the International Tribunal for Rwanda on the report of the Expert
