Promoting accessibility for the full enjoyment of all human rights by all The Human Rights Council, Guided by the purposes and principles of the Charter of the United Nations, Reaffirming the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights, the International Covenant on Civil and Political Rights, the Convention on the Rights of Persons with Disabilities, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of the Child, the International Convention on the Elimination of All Forms of Racial Discrimination and all other relevant international human rights instruments, Reaffirming also the obligations of States parties to take appropriate accessibility measures to ensure persons with disabilities access on an equal basis with others, in accordance with article 9 of the Convention on the Rights of Persons with Disabilities, taking into account universal design and reasonable accommodation, and recognizing the need to implement such measures for persons with disabilities as a standard, which can benefit all in the full and equal enjoyment of their human rights, Recalling the Political Declaration and Madrid International Plan of Action on Ageing, 2002, which calls for the promotion of accessibility for all, without discrimination, including those in vulnerable situations, Recalling also the 2030 Agenda for Sustainable Development, and its pledge to “leave no one behind”, which includes focuses on providing universal access to safe, inclusive and accessible, green and public spaces and to safe, affordable, accessible and sustainable transport systems and increasing access to information and communications technology, Recognizing the resolutions and decisions adopted by the General Assembly and the Human Rights Council, in which they underscored the rights of persons with disabilities, older persons and other persons in vulnerable situations, and the importance of accessibility in achieving sustainable development and ensuring that everyone, without discrimination, can enjoy all of their human rights, civil, political, economic, social and cultural rights, including the right to development, Recognizing also the work of the task force on secretariat services, accessibility for persons with disabilities and the use of information technology, and acknowledging its adoption of a workplan to guarantee comprehensive and inclusive access to services and information for all, GE.24-18760 (E)
