- Many States already have such disability-specific frameworks in place. However, such policies are often underfunded, lack benchmark indicators and/or do not include a human rights-based approach to disability. Furthermore, their development and implementation is frequently delegated to a State disability agency with limited resources, or to institutions responsible for health, labour or social protection, without paying due attention to the intersectoral dimension of the rights of persons with disabilities.
