Recalling the report of the Secretary-General submitted pursuant to resolution
57/34, 2

Welcomes the statement issued in Istanbul, Turkey, on 25 June 2004 by
the Council of Ministers for Foreign Affairs of the States members of the Black Sea
Economic Cooperation Organization on the contribution of the organization to
security and stability, and encourages the ongoing process of considering ways and
means of enhancing the contribution of the organization to security and stability in
the region;
Takes note of the entry into force of the Additional Protocol to the

Agreement among the Governments of the Black Sea Economic Cooperation
Organization Participating States on Cooperation in Combating Crime, in Particular
in its Organized Forms, done in Kyiv on 15 March 2002, as well as the imminent
signature of the Additional Protocol on Combating Terrorism to the same
Agreement;
Welcomes the activities of the Black Sea Economic Cooperation

Organization aimed at strengthening regional cooperation in various fields, such as
trade and economic development, banking and finance, communications, energy,
transport, agriculture and agro-industry, health care and pharmaceuticals,
environmental protection, tourism, science and technology, exchange of statistical
data and economic information, collaboration among Customs services, and
combating organized crime and the illicit trafficking of drugs, weapons and
radioactive material, all acts of terrorism and illegal migration, or in any other
related area;
Also welcomes the adoption of the Baku Declaration on energy

cooperation in the region of the Black Sea Economic Cooperation Organization by
the Ministers of Energy of the States members of the organization on 19 September
2003 and the Joint Declaration by the Ministers of Transport from countries of the
Black Sea and Caspian Sea region on 3 October 2003;
Further welcomes the operationalization and financing of the first

projects by the Project Development Fund of the Black Sea Economic Cooperation
Organization to the benefit of the sustainable development of the Black Sea region;
Takes note of the positive contribution of the Parliamentary Assembly of

the Black Sea Economic Cooperation Organization, the Business Council, the Black
Sea Trade and Development Bank and the International Centre for Black Sea
Studies to the strengthening of multifaceted regional cooperation in the Black Sea
area;
Welcomes the Cooperation Agreement between the Economic

Commission for Europe and the Black Sea Economic Cooperation Organization,
signed on 2 July 2001, and the support given by the Commission to the activities of
the organization in the fields provided for in the Agreement, notably in small and
medium-sized enterprises, energy and transportation policy development;
Also welcomes the collaboration between the Black Sea Economic

Cooperation Organization and the United Nations Environment Programme based
on the Cooperation Agreement signed in Istanbul on 20 February 2002;
