Report of the Special Rapporteur on the promotion and
protection of the right to freedom of opinion and expression
Summary
In the present report, the Special Rapporteur focuses on the right to access
information. He describes how the right is established through international human
rights law, emphasizing its interrelationships with the right to truth. Taking into
account that framework, he discusses the permissible limitations to access to
information, in particular the exceptions justified by national security concerns. He
describes principles that may guide the design and implementation of laws on access
to information and examines common obstacles noted in existing experience. He
makes recommendations for the better translation of international human rights
standards into national laws and practices that promote access to information.
