Article 5 enshrines the principle of equal protection of all persons before and under the law. State parties must prohibit all disability-based discrimination and provide persons with disabilities effective and equal protection against discrimination on all grounds. To address systemic and structural discrimination and to ensure "equal benefit of the law" State parties must take affirmative action measures, such as removing architectural and communicative or other barriers to mainstream education.
