The Special Rapporteur emphasizes that the effective participation of affected communities, especially vulnerable groups, is essential to the right to health framework. Affected communities should, at all times, be involved in the formulation, implementation and monitoring of decisions and agreements that affect their right to health, including policies regarding conflict situations and post-conflict situations.
