64/146. Rights of the child
The General Assembly,
Reaffirming all its previous resolutions on the rights of the child in their
entirety, the most recent of which is resolution 63/241 of 24 December 2008,
Emphasizing that the Convention on the Rights of the Child 1 must constitute
the standard in the promotion and protection of the rights of the child, and bearing
in mind the importance of the Optional Protocols to the Convention, 2 as well as
other human rights instruments,

Reaffirming that the general principles of, inter alia, the best interests of the
child, non-discrimination, participation and survival and development provide the
framework for all actions concerning children, including adolescents,
Reaffirming also the Vienna Declaration and Programme of Action, 3 the
United Nations Millennium Declaration 4 and the outcome document of the
twenty-seventh special session of the General Assembly on children, entitled “A
world fit for children”, 5 and recalling the Copenhagen Declaration on Social
Development and the Programme of Action, 6 the Dakar Framework for Action
adopted at the World Education Forum, 7 the Declaration on Social Progress and
Development, 8 the Universal Declaration on the Eradication of Hunger and
Malnutrition, 9 the Declaration on the Right to Development 10 and the Declaration of
