68/306. Enhancement of the administration and financial
functioning of the United Nations
The General Assembly,
Guided by the purposes and principles of the Charter of the United Nations
and its relevant provisions,
Recalling the Agreement between the United Nations and the United States of
America regarding the Headquarters of the United Nations of 26 June 1947,
approved by the General Assembly in its resolution 169 (II) of 31 October 1947, and
the obligations it establishes for the host country,
Taking into consideration the Vienna Convention on Diplomatic Relations of
18 April 1961,1 and the Convention on the Privileges and Immunities of the United
Nations adopted by the General Assembly on 13 February 1946,2
Recognizing the problems that have arisen as a result of the decisions made on
a number of occasions by several banking institutions in regard to the closing of the
accounts of some Permanent Missions to the United Nations and those of their staff
members accredited to the United Nations and of their family members,
Noting with concern the difficulties experienced by such Permanent Missions
and individuals as a result of such account closures,
Stressing that the Governments of Member and Observer States, the Permanent
Missions and their staff, as well as the United Nations at its Headquarters and the
agencies, funds and programmes of the United Nations system should have
appropriate banking services for the normal functioning of their facilities in order to
discharge their duties,
Bearing in mind the need for the Permanent Missions and the United Nations
as a whole to benefit from appropriate banking services based on mutual trust and
respect, especially in the light of the latest actions taken by some banking
institutions in this regard,
