Although the above-mentioned initiatives are welcomed, there is a paucity of evidence on them. States should monitor and evaluate their programmes, policies and interventions for efficacy and for compliance with human rights standards and obligations, and should ensure that participation by the individuals affected is guaranteed in the design and revision stages.
