Promotion and protection of human rights in the context of
digital technologies
The General Assembly,
Reaffirming the purposes and principles of the Charter of the United Nations, the
human rights and fundamental freedoms enshrined in the Universal Declaration of
Human Rights 1 and international human rights treaties, including the International
Covenant on Civil and Political Rights, 2 the International Covenant on Economic,
Social and Cultural Rights, 3 the Convention on the Rights of the Child, 4 the Convention
against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, 5
the International Convention on the Elimination of All Forms of Racial Discrimination, 6
the Convention on the Rights of Persons with Disabilities, 7 the Convention on the
Elimination of All Forms of Discrimination against Women, 8 as well as the Vienna
Declaration and Programme of Action, 9
