- Calls upon all States and relevant bodies and organizations of the United Nations system, in particular the World Health Organization and the United Nations Children's Fund, to pay particular attention to the development of sustainable health systems and social services to ensure the effective prevention of diseases, malnutrition, disabilities and infant and child mortality, including through prenatal and post-natal health care, as well as the provision of necessary medical treatment and health care to all children, taking into consideration the special needs of young children and girls, including prevention of common infectious diseases, the special needs of adolescents, including those relating to reproductive and sexual health and threats from substance abuse and violence, and the particular needs of children living in poverty, children in situations of armed conflict and children in other vulnerable groups, and to strengthen ways of empowering families and communities;
