[In line with the above-mentioned conclusions, the Special Rapporteur wishes to offer the following recommendations:] Local and other subnational levels of government should apply and articulate the principle of subsidiarity in an inclusive manner, consistent with the right to adequate housing and non-discrimination, so as to be fully responsive to the rights of marginalized and disadvantaged groups in local communities and to advocate for their interests nationally and internationally.
