International code of conduct on the transfer of technology The General Assembly 1. Recognizes that the conditions do not currently exist to reach full agreement on all outstanding issues in the draft international code of conduct on the transfer of technology and also that, should Governments indicate, either directly or through the Secretary-General of the United Nations Conference on Trade and Development reporting in accordance with General Assembly resolution 46/214 of 20 December 1991, that there is the convergence of views necessary to reach agreement on all outstanding issues, then the Trade and Development Board should re-engage and continue its work aimed at facilitating agreement on the code; 2.
