Reaffirming the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, and emphasizing that mental health is an integral part of that right,

Recalling also Human Rights Council resolutions 24/2 of 26 September 2013 and 27/4 of 25 September 2014 on the role of local government in the promotion and protection of human rights,

Underscoring the significant contribution that local government can make to the implementation of the Sustainable Development Goals and their targets,

[Requests the United Nations High Commissioner for Human Rights to prepare a report on the integration of a human rights perspective into mental health and the realization of the human rights and fundamental freedoms of persons with mental health conditions or psychosocial disabilities, including persons using mental health and community services, and to submit the report to the Human Rights Council at its thirty-fourth session, in which the High Commissioner:] Identifies ways and means for strengthening technical assistance and capacity-building, taking into account existing activities and experiences in this area, in consultation with and with the consent of the States concerned;

Recalling its previous resolutions on preventable maternal mortality and morbidity and human rights,

Recognizing the role of local government in the promotion and protection of human rights, without any prejudice to the primary responsibility of the national Government in this regard,

Expressing deep concern at the continued deleterious impact of infectious diseases, such as HIV/AIDS, Ebola, tuberculosis and malaria and the increasing number of epidemics and health emergencies, and non-communicable diseases, which place major demands on health resources and capabilities, together with a heavy disease burden on many countries, in particular developing countries, including the least developed countries, small island developing States and landlocked developing countries,

Recognizing that there are large disparities in maternal mortality and morbidity rates between countries, but also within countries, and between women with a high and a low income, and between those living in rural as against urban areas, and noting with concern that the risk of maternal mortality is highest for adolescent girls under 15 years of age, and that complications in pregnancy and childbirth are a leading cause of death among adolescent girls in developing countries, and recognizing also that the risk of maternal mortality and morbidity is exacerbated in armed conflict and humanitarian emergencies,

Requests States and other relevant actors to give renewed emphasis to maternal mortality and morbidity initiatives in their development partnerships and international assistance and cooperation arrangements, including by strengthening technical cooperation to address maternal mortality and morbidity, including through the transfer of expertise, technology and scientific data, and exchanging good practices with developing countries, while honouring existing commitments, and to integrate a human rights-based perspective into such initiatives, addressing the impact that discrimination against women has on maternal mortality and morbidity;

Decides to remain seized of the matter.

Guided by the Charter of the United Nations and the Universal Declaration of Human Rights,

Requests the High Commissioner: To organize, prior to the thirty-ninth session of the Human Rights Council, in close collaboration with the World Health Organization, an expert workshop to discuss experiences in preventing mortality and morbidity of children under 5 years of age, with a particular focus on the implementation of the technical guidance, including challenges, best practices and lessons learned, and including consideration of the particular challenges in respect of the newborn child;

Decides to remain seized of the matter.

[Urges all States to ensure the full, effective and equal participation of all citizens in political and public affairs, including by, inter alia:] Exploring new forms of participation and opportunities brought about by new information and communications technology and social media as a means to improve and widen, online and offline, the exercise of the right to participate in public affairs, and other rights directly supporting and enabling it, and sharing examples of good practices in the use and wide accessibility of information and communications technology tools for the enhancement of equal participation in political and public affairs;

Emphasizing that unlawful or arbitrary surveillance and/or interception of communications, and the unlawful or arbitrary collection of personal data, as highly intrusive acts, violate the right to privacy, can interfere with other human rights, including the right to freedom of expression and to hold opinions without interference, and the right to freedom of peaceful assembly and association, and may contradict the tenets of a democratic society, including when undertaken extraterritorially or on a mass scale,

Guided by the purposes and principles of the Charter of the United Nations,

[Calls upon all States:] To respect and protect the right to privacy, including in the context of digital communications;

Calls upon States to put in place comprehensive policies and to take the legislative and administrative measures necessary for the full realization of the right to work for all, including women, by, inter alia, considering to undertake policy commitments and measures to obtain full and productive employment and decent work for all, including through the establishment, where appropriate, of institutions for that purpose and by further strengthening tools, such as job services and social dialogue mechanisms, while paying continuous attention to professional and technical training and initiatives to foster small and medium-sized enterprises, cooperatives and start-ups, especially those that are owned by women, as well as considering investing in infrastructure, services and social protection systems to allow for equitable sharing of care responsibilities between men and women;

[Reaffirms the Addis Ababa Action Agenda, which is an integral part of the 2030 Agenda, in which it is recognized that investing in children is critical to achieving inclusive, equitable and sustainable development for present and future generations, and the vital importance of promoting and protecting the rights of all children and ensuring that no child is left behind, and recalling Council resolution 28/19 on better investment in the rights of the child, of 27 March 2015:] Invites private sector involvement in a way that positively contributes to the implementation of the Sustainable Development Goals and respects and promotes the realization of the rights of the child;

Further calls upon States to assess the potential risk to privacy and to take steps to protect individuals from discrimination and harm when determining the information included in a birth certificate, particularly details concerning origin, race, ethnicity, religion and parents' marital status, and to consider reflecting on birth certificates only minimum information, such as the child's name, gender, date and place of birth, and when available, parents' names, citizenship and addresses;

[Urges States to take all the measures necessary to implement fully the objectives of the 2030 Agenda to contribute to the realization of the rights of the child by, inter alia:] Eradicating extreme poverty and reducing the number of children living in poverty by, inter alia, implementing social security systems, including social protection floors, that guarantee access to essential health care and basic income security for children, at least at a nationally defined minimum level, providing access to nutrition, education, care and any other necessary goods and services;

[Urges States to take all the measures necessary to implement fully the objectives of the 2030 Agenda to contribute to the realization of the rights of the child by, inter alia:] Sustaining efforts to ensure that the right of the child to the enjoyment of the highest attainable standard of physical and mental health is promoted and protected, including by attaining all goals and targets related to Goal 3;

Urges Governments to adopt laws, policies and programmes to promote women's participation in the preservation of the environment in their countries, in the interest of present and future populations and of humankind;

Welcomes the appointment of an independent expert to lead the work on a new in-depth global study on the situation of children deprived of liberty, encourages Member States and United Nations agencies, funds, programmes and offices, and other relevant stakeholders, to support its preparation, and recognizes that the study can support the achievement of the 2030 Agenda and the pledge to leave no one behind;

[Decides to extend the mandate of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment for a further period of three years:] To seek, receive, examine and act on information from Governments, intergovernmental and civil society organizations, individuals and groups of individuals regarding issues and alleged cases concerning torture or other cruel, inhuman or degrading treatment or punishment;

Appeals to the Governments of developing countries to strengthen collaborative technical assistance and to exchange practical experiences in poverty eradication programmes by establishing a network of focal points;

Welcoming the adoption of the Geneva Declaration for Rural Women, A/47/308-E/1992/97, annex. by the Summit on the Economic Advancement of Rural Women, held at Geneva in 1992,

Noting that rural areas lack favourable social support services and resources, information on opportunities, and enabling conditions that would allow rural women to fully participate in development,

Aware of the low self-esteem of rural women and their limited self-awareness concerning their possibilities and potentials and of the fact that there is poor communication on opportunities,

Noting that peace is a sine qua non for achieving economic and social development,
