- Bullying affects children at different stages of their development, severely undermining their health, emotional well-being and school performance. It is often associated with profound feelings of dread, loneliness and helplessness. Victims may suffer sleep disorders, headaches, stomach pain, poor appetite and fatigue as well as feelings of low self-esteem, anxiety, depression, shame and, at times, suicidal thoughts. The psychological and emotional scars that are left may persist into adult life. Bullies themselves are also affected, and are also more likely than their peers to be involved in anti-social and risky behaviour later on in life. Furthermore, bullying can affect the whole school community, creating a climate of suspicion and uncertainty that can cause children to remain silent or to become complicit out of fear.

The children at the consultation were clear in their call: Listen to our voice: bullying hurts and it lasts … urgent action is needed to stop it; violence does not teach good behaviour, being a good model and promoting non-violence conveys a good example for our lives; use dialogue and mediation before you let violence occur! - [The agenda of the Special Representative has been guided by four strategic priorities: consolidating progress and mainstreaming implementation of the recommendations of the United Nations study; ensuring that violence against children is given prominence on the global agenda; reinforcing regional processes to enhance the protection of children from violence; and addressing emerging concerns. Significant results have been achieved, including:] Enhancing awareness and consolidating knowledge to prevent and respond to violence against children through international expert consultations, the development of research and the release of strategic thematic studies. - Bullying has long been part of the social, community and school life of children. With the growing access to information and communications technologies and the wide use of smartphones by children and young people, online bullying - cyberbullying - has also become a source of concern. Spreading rumours, and posting false information, hurtful messages, embarrassing comments or photos, or being excluded from online networks can affect victims deeply. Anonymity may aggravate cyberbullying by encouraging young people to act in ways they would not in face-to-face interactions. In addition, cyberbullying can strike its victims at any time, and the harmful messages or materials can spread fast and far to an exponentially growing audience, multiplying the risks and its damaging impact.

- In his report on protecting children from bullying (A/71/213), the Secretary-General addressed this question in detail, presenting important findings from an online opinion poll promoted by the United Nations Children's Fund (UNICEF) in cooperation with the Office of the Special Representative. More than 100,000 children and adolescents were surveyed and 9 out of 10 considered that bullying was a problem; two thirds reported that they had been victims and one third of these children had told no one.

- The Special Representative welcomes the international community’s increasing attention to the issue of the military use of schools, in particular with the adoption, at a conference held in Oslo on 28 and 29 May 2015, of the Safe Schools Declaration. In that regard, the Special Representative highlights the May 2014 guidance note entitled “Protect schools and hospitals: end attacks on education and health care”, prepared jointly by the Office of the Special Representative and other entities of the United Nations system. The guidance note includes a draft operational strategy for preventing the military use of schools. The Special Representative also commends the efforts of the Human Rights Council to dedicate attention to the continuing attacks on education around the world as a gross violation of human rights, particularly through Council resolution 29/7 on the right to education, adopted on 2 July 2015. The Special Representative will continue to support these efforts through the monitoring and reporting mechanism and sustained advocacy, with the hope of curbing such violations and promoting children’s right to education.

- The right to education is a fundamental human right. It is key for the development of children, but also critical for peacebuilding, economic growth and sustainable development for society as a whole. In times of conflict, infringements of the right to education in the form of targeted attacks on and obstacles to safe access to schools, threats to children and teachers and the military use of schools have a negative impact reaching beyond the education sector alone. Moreover, education is often interrupted due to a general climate of fear and insecurity or because of the displacement of school children, teachers and school personnel. Not only is there a large financial cost to rebuilding schools, repairing infrastructure, replacing equipment and training new teachers, there is a significant individual and societal cost. The loss of educational opportunities owing to war has long-lasting effects on the social and economic development of a country, which in turn increases the likelihood of new cycles of violence and conflict.

- Certain groups disproportionally exposed to the risk of cyberbullying, for example children with disabilities or special educational needs, are significantly more likely to be bullied than others. Young people with disabilities have indicated that they can be actively discouraged from using the Internet because adults are afraid that they may be bullied or because of concerns about Internet safety. However, those who have participated in consultations on cyberbullying have highlighted the many positive aspects of using the Internet. ICTs and the Internet can help children overcome many of the challenges they may face, including by decreasing social isolation through online participation and the use of social networks. Some children with disabilities expressed the view that using the Internet was liberating and empowering, as it provided a means of dealing with some of their struggles. The Internet allowed them to connect with other people with similar experiences; get support for problems such as bullying from message boards, forums and videos; and build social connections, particularly when they were experiencing social difficulties or isolation.

- The Committee noted that the State's obligation to prevent and tackle violence against children, including cyberbullying, requires the implementation of educational measures that address attitudes, traditions, customs and behavioural practices which condone and promote violence against children. - For this reason, some countries have emphasized coordination and implementation of a comprehensive prevention and response strategy led by the senior management team of the school. In the United Kingdom, among the activities highlighted by researchers are exploring with schoolchildren the positive use of technology to increase their self-esteem, creativity and participation; promoting e-safety, digital literacy and the correct ways to communicate on the Internet, or "netiquette"; and providing child-friendly mechanisms to report cyberbullying and information on how to contact service providers directly. To keep cyberbullying a live issue, emphasis is also given to the development of annual surveys, evaluating the impact of measures undertaken and disseminating positive results of the initiative.

- In regard to education, as the Secretary-General noted in his report on addressing large movements of refugees and migrants (A/70/59), with millions of children currently out of school, the promise made by the General Assembly one year ago to leave no one behind in implementing the Sustainable Development Goals risks becoming a meaningless cliché. The Special Representative echoes the Secretary-General's message that primary education should be compulsory and available to all refugee children, and that educational opportunities should be expanded. In that regard, a key achievement of the World Humanitarian Summit was the launch of the Education Cannot Wait Fund. On 23 May 2016, the Special Representative attended an event by the Global Business Coalition for Education during which the private sector announced its intention to mobilize $100 million for the Fund in financial and in-kind contributions. The Special Representative encourages Member States and other partners to further support initiatives aimed at helping displaced children to rebuild their lives.

- A study published by the National Society for the Prevention of Cruelty to Children shows that in the United Kingdom, between 15 and 40 per cent of young people are involved in sexting. This includes children younger than 12 years of age, who are often worried, confused and upset by the sexting pressures they face from their peers. The primary technology-related threat is not from strangers but rather from their peers and their social network "friends". Teenagers are aware of how to reduce online risks from strangers, but awareness-raising needs to shift towards reducing the risks from their peers. The role of schools in holding discussions of the sexual pressures that students face and in promoting the support and training of teachers to facilitate these discussions is important.

- In its 2015 Education for All Global Monitoring Report, the United Nations Educational, Scientific and Cultural Organization highlighted that about 124 million children were out of school and that one third of those children lived in countries where there was or had recently been armed conflict. Furthermore, in many of those countries, net school enrolment had been below 50 per cent even prior to the start of the conflict. The devastating impact of war on the education system is all too visible in Afghanistan, the Central African Republic, Nigeria, the Syrian Arab Republic, Yemen, and in the State of Palestine. The Special Representative remains deeply concerned about the increasing number of attacks on schools in those countries, despite the fact that schools have protected status as civilian objects under international humanitarian law. The Special Representative highlighted these issues during a high-level meeting entitled “Ensuring the inclusion of the right to education in emergencies in the post-2015 development agenda”, held on the margins of the seventieth session of the General Assembly, in September 2015. The Special Representative also emphasized the need for funding for education in emergencies during the Law, Justice and Development Week organized by the World Bank in November 2015.

- Preventing cyberbullying is a priority for children and adults. Often occurring on a continuum, it needs to be tackled in schools and in the home. Initiatives in this area encompass awareness-raising and understanding what constitutes cyberbullying and its associated risks and consequences, both intended and unintended. In this process it is important to promote an ethical approach to cyberspace communication, strengthening the values of respect and concern for others among children and their sense of responsibility to prevent discrimination and promote online safety; it is equally essential that children learn ways of ensuring their own protection, including by learning how to identify the types of online risks, ways of coping with the distress online abuse causes, ways to enhance their resilience and ways to avoid situations in which their image, honour and reputation may be compromised.

- The burdensome process of rebuilding and reopening schools and restoring a community's trust in their safety often leaves children without education for months or even years. In that regard, the Special Representative underlines the importance of targeted initiatives, such as the Secretary-General's Global Education First Initiative, the "No Lost Generation" initiative by the United Nations and its partners in the Syrian Arab Republic, the planned data hub project on global attacks on education by Protect Education in Insecurity and Conflict, which will be publicly available for advocacy use, and the European Union Children of Peace initiative. Children growing up in the absence of health care or education will have an impact on a society's potential for development and peace for many years after a conflict has ended.
