Further effort is therefore needed to promote gender equality and ensure women's equal participation at all levels of decision-making in all relevant institutions. Iraqi and Syrian refugee children in Lebanon, for example, work in textile factories, construction or the food service industry, or as agricultural labour or street vendors in conditions amounting to forced labour. According to UNICEF, in Jordan, Lebanon and Turkey, shopkeepers, farmers and manufacturers hire Syrian refugee children because they can pay them a lower wage. Children, especially girls, are seen as less likely to be targeted by the police or prosecuted for illegal work than adults, making families more likely to send them to work. These types of child labour, which often mask other forms of exploitation, such as trafficking for forced labour, have dire consequences on children.

- Finally, the practice of “temporary” child or forced marriages is one of the dangerous coping mechanisms that girls face while in refugee camps in transit countries. Confronted with the economic burdens brought on by protracted displacement and limited or inexistent work opportunities, some refugee and migrant parents, and often children themselves, turn to those measures because they feel that they are the only option for safeguarding a child’s future or supporting a family’s immediate needs. For example, Syrian refugee girls are often forcibly married by their parents, who view such arrangements as a way of securing their daughters’ safety and ensuring the family’s livelihood through the dowry. Once married, those girls are likely to end up in a situation of sexual and domestic exploitation by a spouse whom they have followed abroad. The use of child and forced marriages to traffic girls into prostitution in another country is also common.

- Inequalities in marriage and family relations affect women's experiences in conflict and post-conflict situations. In such situations, women and girls may be forced into marriage to placate armed groups or because their post-conflict poverty forces them to marry for financial security, affecting their rights to choose a spouse and enter freely into marriage, as guaranteed by article 16 (1)(a) and 16 (1)(b). During conflict, girls are particularly susceptible to forced marriage, a harmful practice that is increasingly used by armed groups. Families also force girls into marriage as a result of poverty and a misconception that it may protect them against rape.

- In addition, children, especially those who are unaccompanied or live in conflict and humanitarian crisis areas, may be sold or trafficked to serve as combatants in armed conflict. Children are also used as human bombs and human shields. For example, in Iraq, ISIL and other extremist groups traffic boys and young men, including members of the Yazidi minority, into armed conflict, radicalize them to commit terrorist acts, using deception, death threats or the offer of money and women as rewards. In Nigeria, between 2014 and 2016, a total of 90 children (70 girls and 20 boys) were used by Boko Haram in 56 suicide bombings. Children are also compelled to work as porters, cooks, guards and messengers, or are forced to commit crimes, such as looting and physical and sexual violence. In addition, boys and girls in those situations are often sexually abused.

- Harm perpetrated against women and girls is often at the hands of non-State actors, including family members, neighbours or society more generally. In such cases, article 2 (e) of the Convention requires that States parties assume their due diligence obligation and ensure that women are effectively protected from harm that may be inflicted by non-State actors. It does not suffice to strive for vertical gender equality of the individual woman vis-à-vis public authorities; States must also work to secure non-discrimination at the horizontal level, even within the family. Harm perpetrated by non-State actors is persecution where the State is unable or unwilling to prevent such harm or protect the claimant because of discriminatory governmental policies or practices.

- Despite international, regional and national efforts to implement an effective humanitarian response to current crises, the increasing number of unaccompanied and separated children poses severe challenges to transit and destination countries and humanitarian agencies with respect to protecting and supporting refugee and migrant children adequately. The absence or inadequacy of child protection systems, the lack of coordination among different child protection services and the limited capacity in camps to host children in specialized and separated facilities exacerbate the risks to exploitation to which they are exposed during their journey. The lengthy processing of family reunification and resettlement solutions or inefficient family reunification procedures, in addition to poor living conditions experienced in camps and the possibility to be placed in detention, are all factors driving migrant children to avoid the child protection system in transit and destination countries. Moreover, a lack of knowledge and awareness among the humanitarian community about the vulnerabilities experienced by boys and girls on the move, together with the children’s lack of information about their own situation, represent further barriers in protecting children’s rights effectively in situations of conflict and humanitarian crisis. Other gaps include a lack of timely information, legal options and legal counselling, timely appointment of guardians and firewalls between child protection and migration authorities as effective means to safeguard the children’s interests and protect their rights, including access to justice and remedies.

Such violence takes multiple forms, including acts or omissions intended or likely to cause or result in death or physical, sexual, psychological or economic harm or suffering to women, threats of such acts, harassment, coercion and arbitrary deprivation of liberty. Gender-based violence against women is affected and often exacerbated by cultural, economic, ideological, technological, political, religious, social and environmental factors, as evidenced, among other things, in the contexts of displacement, migration, the increased globalization of economic activities, including global supply chains, the extractive and offshoring industry, militarization, foreign occupation, armed conflict, violent extremism and terrorism. - At the regional and national levels, children on the move are also vulnerable to sale, trafficking and other forms of exploitation. There are also reports of missing children, some of whom fall into the hands of criminals to continue their journey to reach relatives or acquaintances in another country. In Africa, nearly 3 million children were refugees by the end of 2015. As of mid-2016, 390,000 Nigerian children had been displaced to the neighbouring countries of Cameroon, Chad and the Niger, and a further 1.1 million children had been internally displaced owing to the conflict in the Lake Chad basin. Children have been subjected to abhorrent abuses, mainly at the hands of Boko Haram, which has reportedly recruited and used more than 8,000 children since 2009, abducted at least 4,000 girls, boys and young women, and inflicted sexual violence on more than 7,000 girls and women, often leading to pregnancies. Since the beginning of the conflict in South Sudan, in 2013, children have constituted 66 per cent of the 1.3 million refugees, and the majority of the 1.9 million internally displaced persons. A direct consequence of the war has been the recruitment and use of more than 17,000 children, with a further 3,090 children abducted and 1,130 children sexually assaulted by armed forces and armed groups, among others.

- In Asia, children constituted 48 per cent of the 14.8 million refugees by the end of 2015. The ongoing conflict in the Syrian Arab Republic, which had created 2.4 million child refugees in 2015 and more than 2 million internally displaced children by 2016, has led to situations of extreme vulnerability. Indeed, United Nations assessments have revealed cases of child recruitment in 90 per cent of the locations surveyed in that country and cases of child marriage in 85 per cent of them. Similarly, the decades-long conflict in Afghanistan has created 1.3 million child refugees and, by 2016, had displaced more than half a million persons, 56 per cent of whom were children. Those children are at a particularly high risk of being abused and exploited, with a very elevated level of child or forced marriage and domestic abuse. Likewise, the reported rise in the number of child brides among Rohingya children who have fled Myanmar and live in neighbouring countries perpetuates the cycle of violence and poverty experienced by those girls.

- Gender sensitivity should be reflected in reception arrangements, taking into account the specific needs of victims of sexual abuse and exploitation, of trauma and torture or ill-treatment and of other particularly vulnerable groups of women and girls. Reception arrangements should also allow for the unity of the family as present within the territory, in particular in the context of reception centres. As a general rule, pregnant women and nursing mothers, who both have special needs, should not be detained. Where detention of women asylum seekers is unavoidable, separate facilities and materials are required to meet the specific hygiene needs of women. The use of female guards and warders should be promoted. All staff assigned to work with women detainees should receive training relating to the gender-specific needs and human rights of women. Pursuant to articles 1, 2, 5 (a) and 12 of the Convention, failure to address the specific needs of women in immigration detention and ensure the respectful treatment of detained women asylum seekers could constitute discrimination within the meaning of the Convention. Not least for the purposes of avoiding violence against women, separate facilities for male and female detainees are required, unless in family units, and alternatives to detention are to be made available.

- In conflict-affected areas, access to essential services such as health care, including sexual and reproductive health services, is disrupted owing to inadequate infrastructure and a lack of professional medical care workers, basic medicines and health-care supplies. Consequently, women and girls are at a greater risk of unplanned pregnancy, severe sexual and reproductive injuries and contracting sexually transmitted infections, including HIV and AIDS, as a result of conflict-related sexual violence. The breakdown or destruction of health services, combined with restrictions on women's mobility and freedom of movement, further undermines women's equal access to health care, as guaranteed by article 12 (1). Power imbalances and harmful gender norms make girls and women disproportionately more vulnerable to HIV infection and these factors become more pronounced in conflict and post-conflict settings. HIV-related stigma and discrimination is also pervasive and has profound implications for HIV prevention, treatment, care and support, especially when combined with the stigma associated with gender-based violence.

- Disarmament, demobilization and reintegration are part of the broader security sector reform framework and among the first security initiatives put in place in post-conflict and transition periods. This notwithstanding, disarmament, demobilization and reintegration programmes are rarely developed or implemented in coordination with security sector reform initiatives. This lack of coordination often undermines women's rights, such as when amnesties are granted in order to facilitate the reintegration into security sector positions of ex-combatants who have committed gender-based violations. Women are also excluded from positions within newly formed security sector institutions owing to a lack of planning and coordination in security sector reform and disarmament, demobilization and reintegration initiatives. Inadequate vetting processes further impede gender-sensitive security sector reform, which is key to developing non-discriminatory, gender-responsive security sector institutions that address the security needs of women and girls, including disadvantaged groups.

- Violence against women and girls is a form of discrimination prohibited by the Convention and is a violation of human rights. Conflicts exacerbate existing gender inequalities, placing women at a heightened risk of various forms of gender-based violence by both State and non-State actors. Conflict-related violence happens everywhere, such as in homes, detention facilities and camps for internally displaced women and refugees; it happens at any time, for instance, while performing daily activities such as collecting water and firewood or going to school or work. There are multiple perpetrators of conflict-related gender-based violence. These may include members of government armed forces, paramilitary groups, non-State armed groups, peacekeeping personnel and civilians. Irrespective of the character of the armed conflict, its duration or the actors involved, women and girls are increasingly deliberately targeted for and subjected to various forms of violence and abuse, ranging from arbitrary killings, torture and mutilation, sexual violence, forced marriage, forced prostitution and forced impregnation to forced termination of pregnancy and sterilization.

- It is indisputable that, while all civilians are adversely affected by armed conflict, women and girls are primarily and increasingly targeted by the use of sexual violence, "including as a tactic of war to humiliate, dominate, instil fear in, disperse and/or forcibly relocate civilian members of a community or ethnic group", and that this form of sexual violence persists even after the cessation of hostilities (see Security Council resolution 1820 (2008)). For most women in post-conflict environments, the violence does not stop with the official ceasefire or the signing of the peace agreement and often increases in the post-conflict setting. The Committee acknowledges the many reports confirming that, while the forms and sites of violence change, which means that there may no longer be State-sponsored violence, all forms of gender-based violence, in particular sexual violence, escalate in the post-conflict setting. The failure to prevent, investigate and punish all forms of gender-based violence, in addition to other factors such as ineffective disarmament, demobilization and reintegration processes, can also lead to further violence against women in post-conflict periods.

- Forced marriages are marriages in which one and/or both parties have not personally expressed their full and free consent to the union. They may be manifested in various forms, including child marriage, as indicated above, exchange or trade-off marriages (i.e. baad and baadal), servile marriages and levirate marriages (coercing a widow to marry a relative of her deceased husband). In some contexts, a forced marriage may occur when a rapist is permitted to escape criminal sanctions by marrying the victim, usually with the consent of her family. Forced marriages may occur in the context of migration in order to ensure that a girl marries within the family's community of origin or to provide extended family members or others with documents to migrate to and/or live in a particular destination country. Forced marriages are also increasingly being used by armed groups during conflict or may be a means for a girl to escape post-conflict poverty. Forced marriage may also be defined as a marriage in which one of the parties is not permitted to end or leave it. Forced marriages often result in girls lacking personal and economic autonomy and attempting to flee or commit self-immolation or suicide to avoid or escape the marriage.

- Although international tribunals have contributed to recognizing and prosecuting gender-based crimes, a number of challenges remain to ensuring women's access to justice and many procedural, institutional and social barriers continue to prevent them from participating in international justice processes. Passive acquiescence of past violence reinforces the culture of silence and stigmatization. Reconciliation processes such as truth and reconciliation commissions often provide women survivors with an opportunity to deal with their past in a safe setting and constitute official historical records. They should, however, never be used as a substitute for investigations into and prosecutions of perpetrators for human rights violations committed against women and girls.

- The general recommendation covers the application of the Convention to conflict prevention, international and non-international armed conflicts, situations of foreign occupation and other forms of occupation and the post-conflict phase. In addition, the recommendation covers other situations of concern, such as internal disturbances, protracted and low-intensity civil strife, political strife, ethnic and communal violence, states of emergency and suppression of mass uprisings, war against terrorism and organized crime, which may not necessarily be classified as armed conflict under international humanitarian law and which result in serious violations of women's rights and are of particular concern to the Committee. For the purpose of the present general recommendation, the phases of conflict and post-conflict have at times been divided, given that they can encompass different challenges and opportunities with regard to addressing the human rights of women and girls. The Committee notes, however, that the transition from conflict to post-conflict is often not linear and can involve cessations of conflict and then slippages back into conflict, a cycle that can continue for long periods.

- At the end of conflict, women face particular challenges as female ex combatants and women and girls associated with armed groups as messengers, cooks, medics, caregivers, forced labourers and wives. Disarmament, demobilization and reintegration programmes, given the traditionally male structure of armed groups, often do not respond to the distinct needs of women and girls, fail to consult them and also exclude them. It is not uncommon for female ex-combatants to be excluded from disarmament, demobilization and reintegration lists. Such programmes also fail to recognize the status of girls associated with armed groups by characterizing them as dependants rather than abductees, or by excluding those who did not have visible combatant roles. Many female combatants suffer gender-based violence, in particular sexual violence, resulting in children born of rape, high levels of sexually transmitted diseases, rejection or stigmatization by families and other trauma. Disarmament, demobilization and reintegration programmes often fail to address their experiences and the psychological trauma that they have undergone. Consequently, they are unable to reintegrate into family and community life successfully.

- Situations of armed conflict, humanitarian emergencies and natural disasters disproportionately impact the right to inclusive education. States parties should adopt inclusive Disaster Risk Reduction strategies for comprehensive school safety and security in emergencies, which are sensitive to learners with disabilities. Temporary learning environments in such contexts must ensure the right of persons, and particularly children, with disabilities to education on the basis of equality with others. This includes accessible educational materials, school facilities, counselling, or access to training in local sign language for deaf learners. According to Article 11, and recognizing the heightened risk of sexual violence in such settings, measures must be taken to ensure that learning environments are safe and accessible for women and girls with disabilities. - Child soldiers should be considered primarily as victims of armed conflict. Former child soldiers, who often find themselves unaccompanied or separated at the cessation of the conflict or following defection, shall be given all the necessary support services to enable reintegration into normal life, including necessary psychosocial counselling. Such children shall be identified and demobilized on a priority basis during any identification and separation operation. Child soldiers, in particular, those who are unaccompanied or separated, should not normally be interned, but rather, benefit from special protection and assistance measures, in particular as regards their demobilization and rehabilitation. Particular efforts must be made to provide support and facilitate the reintegration of girls who have been associated with the military, either as combatants or in any other capacity.

- In ensuring their access, States must assess and address the particular plight and vulnerabilities of such children. The Committee considers that the relationship between HIV/AIDS and the violence or abuse suffered by children in the context of war and armed conflict requires specific attention. - Certain disabilities result directly from the conditions that have led some individuals to become refugees or internally displaced persons, such as human-caused or natural disasters. For example, landmines and unexploded ordnance kill and injure refugee, internally displaced and resident children long after armed conflicts have ceased. Refugee and internally displaced children with disabilities are vulnerable to multiple forms of discrimination, particularly refugee and internally displaced girls with disabilities, who are more often than boys subject to abuse, including sexual abuse, neglect and exploitation. The Committee strongly emphasizes that refugee and internally displaced children with disabilities should be given high priority for special assistance, including preventative assistance, access to adequate health and social services, including psychosocial recovery and social reintegration. The Office of the United Nations High Commissioner for Refugees (UNHCR) has made children a policy priority and adopted several documents to guide its work in that area, including the Guidelines on Refugee Children in 1988, which are incorporated into UNHCR Policy on Refugee Children. The Committee also recommends that States parties take into account the Committee's general comment No. 6 (2005) on the treatment of unaccompanied and separated children outside of their country of origin.

Parties to conflict often rape women with impunity, sometimes using systematic rape as a tactic of war and terrorism. They are threatened by deprivation of property, goods and services and deprivation of their right to return to their homes of origin as well as by violence and insecurity. Women may also be forced to flee as a result of a well-founded fear of persecution for reasons enumerated in the 1951 Convention relating to the Status of Refugees and the 1967 Protocol, including persecution through sexual violence or other gender-related persecution, and they continue to be vulnerable to violence and exploitation while in flight, in countries of asylum and resettlement and during and after repatriation. Women often experience difficulty in some countries of asylum in being recognized as refugees when the claim is based on such persecution.

According to the General Recommendation on women in conflict prevention, conflict and post-conflict situations of the Committee for the Elimination of Discrimination against Women (see CEDAW/C/GC/30, para. 36), during and after conflict specific groups of women, including, inter alia, internally displaced and refugee women, women of diverse caste, ethnic, national or religious identities, or of other minorities, are at a particular risk of violence, especially sexual violence. These groups of women "are often attacked as symbolic representatives of their community". The Committee has further noted that stateless women and girls face heightened risk of abuse during conflict, owing to, among other factors, their minority status (ibid, para. 60). Minority women may be particularly at risk of sexual and gender-based violence and other forms of violence, including slavery and trafficking. The Special Rapporteur was deeply troubled and saddened when she listened to the testimonies of Yezidi women in Iraq of sexual and gender-based violence committed against them by Daesh, which acts must be fully investigated and their perpetrators prosecuted.

- Flight to urban areas following conflict or disaster in another part of the country is also a common feature of internal displacement today. Urban areas may promise more safety than rural areas as a result of the anonymity and invisibility that one can acquire there. For example, there are girls in Abidjan who were victims of sexual violence in places of displacement in rural areas or who became pregnant during displacement and moved to the city. A primary reason for flight to urban areas is family links, but the hope of finding alternative livelihoods is also a factor that influences the flight of internally displaced persons, who often lose their original livelihoods through displacement. Similarly, education opportunities and better services, such as special health care, regularly lead to flight to urban areas and peripheries. Urban areas may therefore allow internally displaced persons to better maintain their coping mechanisms and resilience, albeit at low levels.

- Despite attempts to mainstream attention to gender, age and other elements of diversity, room remains for stronger links between gender and generation-sensitive analyses and interventions in support of IDPs. This is especially the case for adolescent girls, young and older IDW. The ageing of the global population points towards the need to integrate gender and generation-sensitive approaches to internal displacement more systematically, given the growing proportion of elderly displaced women, including widows, with particular capacities and protection and assistance concerns. These concerns may be particularly pronounced when older IDW take on the role of caregivers to children whose parents have died or moved elsewhere. Similarly, displaced girls are burdened with heavy household responsibilities, including domestic chores, such as fetching water and firewood and caring for younger siblings. This often results in young girls missing out on schooling and exposes them to increased protection risks. - Given that nearly 50 per cent of survivors of sexual assault are under 18 years of age, the Special Rapporteur is concerned about the prevailing tendency to overlook the needs of children and youth in this area. Additionally, a stronger focus on prevention is required regarding SGBV within internally displaced households and communities. At present, most SGBV prevention and response programmes focus on "stranger" rape rather than the more prevalent forms of sexual violence experienced within households and communities (e.g. intimate partner violence), and the problematic coping practices that IDW may be compelled to adopt (e.g. early marriages). Moreover, given that women with disabilities in non-displacement settings are more likely to be victims of sexual violence and abuse, the levels of sexual violence against women and girls with disabilities amongst displaced and conflict-affected populations are likely to be even higher.

- However, opportunities for IDW to participate actively in decision-making processes remain particularly limited. For example, IDW have rarely played an active role in developing, implementing and monitoring national action plans on Security Council resolution 1325 (2000), although IDW in a diverse range of contexts have demonstrated their ability and determination to play leading roles in developing and implementing policies and programmes concerning them. Unfortunately, the participatory approaches used to identify protection gaps of concern to IDW often do not extend to ensuring that they have an active say in the development, implementation and evaluation of responses to these gaps. - In humanitarian situations, including in times of conflict or natural disaster, when water and sanitation sources are at a minimum, the specific needs of women and girls are often not taken into account. It is vital to better understand and share experiences about the kinds of responses that can be deployed across the diverse range of emergencies, including the most adequate and effective adaptations and interventions. It further requires an integrated approach and ongoing coordination among all sectors concerned. Lesbian, gay, bisexual, transgender, intersex and gender non-conforming people face additional challenges in areas affected by disaster. A recent United Nations assessment found that, in Europe, women and girls who are refugees are vulnerable to violence and lack services that specifically meet their needs, such as private bathing and sanitation facilities. Some women have reported having stopped eating or drinking to avoid going to the toilet where they felt unsafe. The reaction of Governments and others to these situations is considered inadequate and there is an emphasis on the urgent need to scale up such response efforts.

- Responding to emergencies poses particular challenges for participation. There is often a concern that States and humanitarian actors need to be able to act quickly and that participatory processes would slow down responses. However, many decisions on disaster response are taken beforehand, and participation is essential at the planning stage. Moreover, in many instances emergency responses develop into more long-term programmes. In relation to menstrual hygiene management during an emergency, for instance, a solution might be to include a standard response for distributing sanitary kits to make sure that immediate needs are met on the basis of cultural preferences as far as they are known, or assumed. This response should be monitored subsequently to assess whether it meets women's and girls' needs, and then adjusted accordingly. The need for a rapid response should not be used as an excuse to pre-empt participation. What is needed instead, in particular given the wide range of actors involved in this context, is a broader discussion on how participation can be ensured in cases of emergencies and provision of humanitarian assistance through participatory planning in advance, as well as in monitoring and adjusting emergency responses. The standards contained in The Sphere Handbook recognize that participation by people affected by disaster is integral to humanitarian response.

- As noted by the Security Council (resolution 1820 (2008)) and others, certain civilians may be targeted on the basis of their perceived or actual association with ethnic, religious or political groups. Such strategies infringe human dignity and are manifestly incompatible with the right to health. In certain circumstances, they may also qualify as crimes against humanity, genocide or war crimes. For example, the use of gender-based violence as a strategy of conflict has been well documented. Such violence can include incestuous rape and public rape, rape as a deliberate vector of HIV, camps specifically designed for forced impregnation of women, and premeditated rape as a tool of political repression. Women and girls are common targets of sexual violence, although men and young boys may also be targeted with equal severity. As the United Nations High Commissioner for Human Rights has noted (see E/CN.4/2004/13) among others, armed groups may also specifically target sex workers, sexual and ethnic minorities and other communities as a tool for "social cleansing" of "undesirable elements". By treating civilians as objects of conflict, the physical and psychological impact of sexual violence may extend beyond immediate survivors and disempower whole communities. Due to the stigma attached to sexual violence, survivors are often forced into silence and excluded from their communities. The impact of sexual violence on the mental health of survivors, as well as their family and community may endure for generations. Sexual violence also compromises the participation of targeted communities in public health efforts long after conflict has ended.

- Mass displacement, breakdown of community and family networks, and institutional collapse may create a vacuum in which women and young girls are vulnerable to sexual violence. They face a heightened risk of sexual exploitation and trafficking, as well as increased domestic violence and abuse from family members. Health facilities that lack qualified health professionals, patient referral mechanisms and psychological counselling may be unable to identify and respond to these forms of conflict-related sexual violence. This is especially true when health services are restricted to sexual violence perpetrated by armed groups. The stigma associated with sexual violence and HIV and the absence of adequate protection mechanisms may also contribute to negative physical and mental health outcomes. Stigma, abandonment by families and communities, and retribution from perpetrators create an atmosphere that perpetuates gender-based violence and leads to the exclusion and disempowerment of survivors. The failure to provide services that promote the safety and respect the confidentiality of survivors undermines their full participation in society, particularly in post-conflict reconstruction efforts.

- Resource constraints, however, remain a major barrier to the realization of the right to education. Prospects for achieving the targets of millennium development goals 2 (Ensuring that, by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling) and 3 (Eliminating gender disparity in all levels of education no later than 2015) are bleak on account of a dearth of resources. The assessment prepared for the 2010 High-level Plenary Meeting of the General Assembly on the Millennium Development Goals underlined the need for scaling up budgets and providing enhanced resources to accelerate progress in meeting those targets. The Education for All Global Monitoring Reports in recent years have consistently pointed to insufficient funding for education. More recently, public expenditure cuts as a consequence of the global financial crisis have threatened to decrease support to the education sector, possibly jeopardizing recent advances. For instance, 7 of 18 low-income countries reduced spending on education in 2009; those countries alone had 3.7 million children out of school.

- Evidence on sexual and gender-based violence against girls and young women with disabilities is robust. Studies from across the globe show that they are at increased risk of violence, abuse and exploitation compared with those without disabilities, and with boys and young men with disabilities. Overall, children with disabilities are almost four times more likely to experience violence than children without disabilities. However, the risk is consistently higher in the case of deaf, blind and autistic girls, girls with psychosocial and intellectual disabilities and girls with multiple impairments. - A report by the Independent International Commission of Inquiry on the Syrian Arab Republic describes how Yazidi women and girls were sold by Islamic State in Iraq and the Levant (ISIL) in slave markets, through auctions and sometimes as groups to be resold individually. In the last year, ISIL fighters have started to hold online slave auctions with pictures and personal details of captured women and girls. The fighters, and sometimes their wives, regularly engage Yazidi women and girls in forced domestic labour, in addition to inflicting systematic sexual violence. - In every humanitarian crisis, States, international aid agencies and civil society organizations seek to protect children by "rescuing" them from affected areas. Child survivors are frequently mistakenly labeled as orphans and removed from their families and communities to be transferred to orphanages or adopted into new families. This "misguided kindness" may significantly increase the short- and long-term harm caused to children and families who are suffering from the impact of a natural disaster. - Gender-based violence, endemic even in peacetime and often amplified during conflict, can be committed against any persons because of their sex and socially constructed gender roles. While women, girls, lesbian, gay, bisexual and transgender persons, sexual minorities and gender-non-conforming individuals are the predominant targets, men and boys can also be victims of gender-based violence, including sexual violence stemming from socially determined roles and expectations. As noted by the Committee against Torture in its general comment No. 2 (2007) on the implementation of article 2 of the Convention, gender-based crimes can take the form of sexual violence, other forms of physical violence or mental torment.

- Child and other forms of forced marriage increase during conflict and among displaced populations living in refugee or internally displaced persons camps. In 2015 the practice has been documented as being enforced by both State actors and non-State or rebel factions in Iraq, Nigeria, Somalia, the Syrian Arab Republic and elsewhere, with victims being repeatedly raped, compelled to carry multiple pregnancies and subjected to other forms of physical and psychological violence over prolonged periods. While rape commonly occurs in the context of forced marriage, girls and women can also be forced into marriage as a consequence of rape or fear of sexual violence, as a form of "restitution" or "reparation". Like rape, forced marriage is used as a tactic of war and to fulfil strategic objectives such as domination, intimidation and degradation. It has been recognized as a crime against humanity by the Special Court for Sierra Leone.

- Children trafficked into forced military service perform a variety of combatant and supportive roles. Many children, typically boys, are forcibly recruited or kidnapped for use by armed militias in ongoing conflicts. Children are also used as suicide bombers and human shields. For instance in Iraq, ISIL and other extremist groups traffic boys and young men, including members of the Yazidi minority, into armed conflict, radicalize them to commit terrorist acts using deception, death threats or the offer of money and women as rewards. Others are compelled to work as porters, cooks, guards and messengers or are forced to commit crimes, such as looting and physical and sexual violence. Boys and girls in these situations are often sexually abused and may also be forced to take drugs.

- In addition, the nature and forms of trafficking in persons associated with conflict are highly gendered. For example, abduction into military forces affects males and females differently. Men and boys are typically forced into soldiering while women and girls are generally forced into support roles, and they typically face much greater risk of sexual assault as either a primary purpose or an additional manifestation of their exploitation. As previously noted, sexual enslavement, a practice exacerbated by situations of conflict, is highly gendered in that it disproportionately affects women and girls. Other forms of trafficking-related exploitation particular to or especially prevalent in conflict, including forced and temporary marriage, are highly gendered in their motivation and impact, which underscores the importance of a gender analysis in all trafficking prevention efforts and responses.

- Conflict-related violence, such as sexual violence, can itself be a driver of forced internal displacement, which in turn increases vulnerability to further exploitation, including through trafficking. For instance, sexual violence by armed groups has forced ethnic minority women and girls in remote rural areas away from their communities and placed them at greater risk of trafficking within the country as well as overseas. Additionally, worsening security situations and overcrowded camps with inadequate basic services cause some internally displaced persons to risk crossing borders in an irregular manner in search of employment, putting themselves at high risk of exploitation because of their lack of legal status. Military attacks on camps further worsens displacement and causes undocumented internally displaced persons, including women and unaccompanied children, to flee their camps, exposing them to the risk of being exploited or trafficked.

- For the millions of people who are forced to flee their country because of armed conflict, the journey of escape has become increasingly expensive and hazardous, with a tangible risk of trafficking-related exploitation. Sometimes these dangers relate to the available paths of escape. Throughout their journey and at their destination, migrants, including refugees and asylum seekers, are highly vulnerable to physical violence, sexual assault, extortion and trafficking, as well as detention by national authorities. The journey of female migrants and unaccompanied children travelling through the Horn of Africa is particularly hazardous. Thousands have disappeared, presumably abducted for purposes of exploitation.

- It is estimated that 10-30 per cent of children in fighting forces are female. Girls who are forcibly recruited or abducted into military service typically face forced domestic labour and sexual violence and exploitation such as forced marriage and/or sexual slavery (see paras. 31-34 below). It is important to acknowledge that while violence and exploitation are often defining aspects of the female experience of conflict, this is not always the case. Young women and girls have also been involved in trafficking by deceiving other girls and boys into joining armed conflict, using the Internet and social media.
