The strategies should be comprehensive, have time-bound targets and benchmarks for monitoring, and include proposals for allocating or reallocating resources for implementation. Mobilization of additional funds from all sources to enable girls and women, as well as boys and men, on an equal basis, to complete their education, may also be necessary.

- The Commission on the Status of Women recalls and reiterates that the Beijing Declaration and the Platform for Action encouraged men to participate fully in all actions towards gender equality and urged the establishment of the principle of shared power and responsibility between women and men at home, in the community, in the workplace and in the wider national and international communities.
