5. Invites Member States to consider establishing national coordinating committees or focal points with responsibility for promoting the activities related to the preparations for and observance of the Year;

3. Endorses the conclusions and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions, 2 5H subject to the provisions of the present resolution;

56. Requests the Secretary-General to submit to the General Assembly on an annual basis a comprehensive and action-oriented report on the implementation of the present resolution, based on the provision of inputs from Governments, organizations of the United Nations system and other stakeholders in the New Partnership.

Noting that, in promoting a holistic approach to achieving sustainable development in harmony with nature, Earth system science plays a significant role,

Stressing further the importance of engagement by all Member States in a comprehensive and coordinated community of action to counter the global threat posed by improvised explosive devices in the hands of illegal armed groups, terrorists and other unauthorized recipients, taking into account national capacities,

10. Also requests the Secretary-General, in order to reduce the cost of employing General Service staff, to continue efforts to recruit local staff for the Mission against General Service posts, commensurate with the requirements of the Mission;

13. Encourages the United Nations and regional and subregional organizations to regularly hold dialogues on mediation upon mutually agreed agendas, exchange views, information and lessons learned and improve cooperation, coordination, coherence and complementarity in specific mediation contexts, in accordance with agreed mandates and as appropriate;

Reiterating that a Millennium Summit would provide an opportunity to strengthen the role of the United Nations in meeting the challenges of the twenty-first century,

59. Stresses that radio remains one of the most cost-effective and far- reaching traditional media available to the Department of Public Information and an important instrument in United Nations activities, including development and peacekeeping, with a view to achieving a broad client base around the world;

6. Notes with concern that there remain key challenges to achieving sustainable development, eradicating poverty in mountain regions and protecting mountain ecosystems, and that populations in mountain regions are frequently among the poorest in a given country;

Stressing the need for the full engagement of the United Nations in the process of building Palestinian institutions and in providing broad assistance to the Palestinian people,

Reaffirming also its resolution 55/2 of 8 September 2000, containing the United Nations Millennium Declaration, and recalling its resolution 60/1 of 16 September 2005, containing the 2005 World Summit Outcome, which, inter alia, upheld the right to self-determination of peoples under colonial domination and foreign occupation,

1. Reaffirms its strong and continuing support for the Kimberley Process Certification Scheme 1 and the Kimberley Process as a whole;

20. Strongly condemns the reported persistent and widespread use of sexual violence, abuse and exploitation, including in government detention centres, including those run by the intelligence agencies, and notes that such acts may constitute violations of international humanitarian law and violations and abuses of international human rights law, and in this regard expresses deep concern at the prevailing climate of impunity for sexual and gender-based violence;

55. We welcome existing technology and research funds established by development partners and international and regional financial institutions, and encourage similar initiatives to support landlocked developing countries for a greater use and adaptation of technology.

Supporting the commitment by Ukraine to adhering to international law in its efforts to put an end to the Russian occupation of Crimea, and welcoming the commitments by Ukraine to protecting the human rights and funda mental freedoms of all its citizens,

30. Also appreciates the contributions made by the Economic Cooperation Organization towards reconstruction and development in Afghanistan, commends its active participation in and constructive contributions to various regional and international initiatives on Afghanistan, and especially appreciates its support for the high-level Core Group of Regional Forum Secretaries-General, established at the meeting of the regional bodies on 19 July 2010, the Regional Economic Cooperation Conference on Afghanistan and the Istanbul Process on Regional Security and Cooperation for a Secure and Stable Afghanistan; 9

Reaffirms its resolution 1514 (XV) and all other resolutions on decolonization, including its resolution 43/47, in which it declared the decade that began in 1990 as the International Decade for the Eradication of Colonialism, and calls upon the administering Powers, in accordance with those resolutions, to take all necessary steps to enable the peoples of the Territories concerned to exercise fully as soon as possible their right to self-determination and independence;

Reaffirming also that, by virtue of the principle of self-determination, all peoples have the right to determine freely their political status and to pursue freely their economic, social and cultural development, and that every State has the duty to respect this right in accordance with the provisions of the Charter,

Expressing its appreciation to the African Union, the Pacific Islands Forum, the Caribbean Community and other regional organizations for the continued cooperation and assistance they have extended to the specialized agencies and other organizations of the United Nations system in this regard,

Recalling General Assembly resolution 70/1 of 25 September 2015, entitled “Transforming our world: the 2030 Agenda for Sustainable Development ”, in which States are strongly urged to refrain from promulgating and applying any unilateral economic, financial or trade measures not in accordance with international law and the Charter of the United Nations that impede the full achievement of economic and social development, particularly in developing countries,

Notes the rule of law briefing and the rule of law panel discussion held at the forty-seventh session of the Commission and the comments transmitted by the Commission highlighting its role in promoting the rule of law, in particular through facilitating access to justice, pursuant to paragraph 14 of General Assembly resolution 68/116; 11

4. Underlines the central role of Headquarters in strategic policymaking and oversight of relevant rules, regulations and procedures while seeking efficiency and effectiveness in the delivery of support to field missions;

5. Reiterates its request to the Secretary-General of the United Nations and the Permanent Secretary of the Latin American Economic System to assess, at the appropriate time, the implementation of the Agreement between the United Nations and the Latin American Economic System 2 and to report thereon to the General Assembly at its sixty-first session;

32. Notes with appreciation the important role of the Office of Administration of Justice in maintaining the independence of the formal system of justice and the progress made by its Executive Director during its first year;

Expressing its deep concern at the increasing challenges faced by Member States and the United Nations humanitarian response capacity as a result of the consequences of natural disasters, including the impact of climate change, reaffirming the importance of implementing the Hyogo Framework of Action 2005–2015: Building the Resilience of Nations and Communities to Disasters, 4F 5 including by providing adequate resources for disaster risk reduction, including disaster preparedness,
