- Observando el compromiso asumido en la declaración política aprobada por la Comisión de la Condición Jurídica y Social de la Mujer en su 59º período de sesiones de adoptar nuevas medidas concretas para asegurar la aplicación plena, efectiva y acelerada de la Declaración y Plataforma de Acción de Beijing y los documentos finales del vigésimo tercer período extraordinario de sesiones de la Asamblea General mediante, entre otras cosas, el fortalecimiento de la aplicación de leyes, políticas, estrategias y actividades de programas para todas las mujeres y las niñas, y las conclusiones convenidas en el 60º período de sesiones de la Comisión de la Condición Jurídica y Social de la Mujer, en las que la Comisión instó además a los Estados a eliminar todas las formas de discriminación contra las mujeres y las niñas a través de la supresión de las disposiciones discriminatorias que pudieran existir en los marcos jurídicos, incluidas las de carácter punitivo, y el establecimiento de medidas jurídicas, normativas, administrativas y otras de naturaleza integral, como las medidas especiales de carácter temporal, cuando procediera, para velar por el acceso igualitario y eficaz de las mujeres y las niñas a los mecanismos de justicia y rendición de cuentas cuando se violen sus derechos humanos 1 ,

- The Commission notes that with regard to Millennium Development Goal 2 (achieving universal primary education), significant progress has been made in net primary school enrolments and towards eliminating gender disparity in primary education enrolment, but expresses concern that the heavy focus on numbers has resulted in less focus on completion, educational quality and learning outcomes. The Commission further notes the lack of progress in closing gender gaps in access to, retention in and completion of secondary education, which has been shown to contribute more strongly than primary school attendance to the achievement of gender equality, the empowerment of women, and the human rights of women and girls and several positive social and economic outcomes. The majority of youth lacking basic education are young women. Notwithstanding the progress made more needs to be done where progress remains uneven within groups and between countries to achieve the targets by 2015.

- The Commission recognizes that gender inequalities still exist and are reflected in imbalances of power between women and men in all spheres of society. The Commission further recognizes that everyone benefits from gender equality and that the negative impacts of gender inequality are borne by society as a whole, and emphasizes, therefore, that men and boys, through taking responsibility themselves and working jointly in partnership with women and girls, are essential to achieving the goals of gender equality, development and peace. - The Commission expresses concern that the girl child does not receive sufficiently explicit attention in policy and programme development and resource allocation. It is also concerned that the lack of resources and data disaggregated by sex, age and other relevant factors addressing the specific situation of vulnerable girls remains a serious constraint in formulating and implementing effective, targeted policies and programmes and monitoring progress in eliminating all forms of discrimination and violence.
