- [The Commission urges governments, at all levels[...] to take the following actions:] [Strengthening implementation of legal and policy frameworks and accountability]: Take appropriate measures to address the root factors, including external factors, that contribute to trafficking in women and girls; prevent, combat and eliminate trafficking in women and girls by criminalizing all forms of trafficking in persons, in particular for the purpose of sexual and economic exploitation, as well as by strengthening existing civil and criminal legislation with a view to providing better protection of the rights of women and girls and by bringing to justice and punishing the offenders and intermediaries involved, including public officials, by protecting the rights of trafficked persons and preventing revictimization; take appropriate measures to ensure that identified victims of trafficking in persons are not penalized for having been trafficked; provide identified victims of trafficking appropriate protection and care, such as rehabilitation and reintegration in society, witness protection, job training, legal assistance, confidential health care and repatriation with the informed consent of the trafficked person, regardless of their participation in any legal proceeding; and accelerate public awareness, education and training to discourage the demand that fosters all forms of exploitation;

- The Beijing Platform for Action identifies women and the media as one of 12 critical areas of concern. As stated in the Beijing Platform for Action, gender stereotyping in advertising and the media is one of the factors of inequality that influences attitudes towards equality between women and men. Through a series of dialogues on the subject during its fortieth session, the Commission on the Status of Women examined measures to be used for increasing the participation and access of women to expression and decision-making in and through the media and new technologies of communication. Everywhere the potential exists for the media to make a far greater contribution to the advancement of women. The conclusions emanating from the Commission's dialogue contain proposals for successful implementation of the strategic objectives and actions in the Platform for Action, taking into consideration the importance of implementing all the elements of the Platform.

- The Commission on the Status of Women reconfirmed the importance it attached to the principles of freedom of expression and of freedom of the press and other means of communication. The Commission discussed freedom of expression from a gender perspective, in particular as it related to women's full enjoyment of freedom of expression, equal access to the media, balanced and diverse portrayals by the media of women and their multiple roles, and media information aimed at eliminating all forms of violence against women. Respect for the human rights of women, including freedom of expression, is a fundamental principle of the international community. In this regard, concern was also expressed about discrimination, threats and acts of violence against professional women in the field of information, including women journalists. If the goal of the full realization of the human rights of women, including freedom of expression, is to be achieved, human rights instruments must be applied in such a way as to take more clearly into consideration the systematic and systemic nature of discrimination against women that gender analysis has clearly indicated.

Using a wide range of strategies and modalities, efforts should be made - for instance, through the development of information services and professional guidance for girls and women - to promote girls' and women's participation in fields where they are under- represented, such as science, engineering and technology, and to encourage them to participate actively in the development of new technologies, from design to application, monitoring and evaluation.

Techniques for improving teachers' capabilities to deliver gender-sensitive instruction need to be researched and widely disseminated in order to support the development of multicultural, gender-sensitive curricula in all areas of instruction.

- The Commission also recognizes that the difficult socio-economic conditions that exist in many developing countries, particularly the least developed countries, have resulted in the acceleration of the feminization of poverty and that in situations of poverty girl children are among those most affected. In this regard, the Commission stresses that achieving the Millennium Development Goals by 2015 and all other agreed development goals is a global effort and an essential element in improving the situation of girl children and ensuring their human rights. The Commission further recognizes that, as part of urgent national and international action required to eradicate poverty, investing in the development of girls is a priority in and of itself and has a multiplier effect, in particular on productivity, efficiency and sustained economic growth.

- [The Commission [...] urges Governments, at all levels [...] to take the following actions:] [Strengthening normative, legal and policy frameworks]: Ensure that the rights and specific needs of women and girls affected and displaced by conflicts, trafficking in persons, terrorism, violent extremism, natural disasters, humanitarian emergencies and other emergency situations are addressed in national and international plans, strategies and responses, and also ensure the participation of women and girls at all levels of decision-making in emergency, recovery, reconstruction, conflict resolution and peacebuilding processes, provide education for all, especially girls, to contribute to a smooth transition from relief to development and address sexual and gender-based violence as an integral and prioritized part of every humanitarian response, and in this respect, the Commission encourages the World Humanitarian Summit, to be held in Istanbul, Turkey, on 23 and 24 May 2016, to give due consideration to integrating a gender perspective into its deliberations;

- Having gathered at the fifty-ninth session of the Commission on the Status of Women, in New York, on the occasion of the twentieth anniversary of the Fourth World Conference on Women, held in Beijing in 1995, to undertake a review and appraisal of the implementation of the Beijing Declaration and Platform for Action and the outcome documents of the twenty-third special session of the General Assembly, entitled “Women 2000: gender equality, development and peace for the twenty-first century”, including current challenges that affect the implementation of the Platform for Action and the realization of women's and girls' full and equal enjoyment of all human rights and fundamental freedoms and the achievement of gender equality and the empowerment of women and girls throughout their life cycle, as well as to ensure the acceleration of the implementation of the Platform for Action and to use opportunities, in the post-2015 development agenda, for the integration of a gender perspective into economic, social and environmental dimensions of sustainable development, and with a commitment to ensuring the mainstreaming of a gender perspective into the preparations for and the integrated and coordinated implementation of and follow-up to all the major United Nations conferences and summits in the development, economic, social, environmental, humanitarian and related fields so that they effectively contribute to the realization of gender equality and the empowerment of women and girls,
