AGREEMENT RELATING TO THE IMPLEMENTATION OF PART XI OF
THE UNITED NATIONS CONVENTION ON THE LAW OF THE SEA OF
10 DECEMBER 1982
Having considered the report of the Secretary-General 2/ and the
report of the Advisory Committee on Administrative and Budgetary
Questions, 3/
1.
Concurs in the observations of the Advisory Committee on
Administrative and Budgetary Questions as contained in paragraphs 2 to 4 of
its report; 3/
2.
Approves an additional appropriation of 776,000 dollars under
section 32 (International Seabed Authority) of the programme budget for the
biennium 1994-1995, 1/ offset by a reduction in the same amount under
section 7 (Legal activities);
3.
Decides that, should additional resource requirements arise, the
General Assembly would consider whether to authorize the Secretary-General to
enter into related commitments, as appropriate;

HUMAN RIGHTS
Having considered the report of the Secretary-General, 4/ the related
report of the Advisory Committee on Administrative and Budgetary Questions,
5/ and the views of Member States expressed in the Fifth Committee of the
General Assembly at its forty-ninth session, 6/
Reaffirming the important role of the Advisory Committee in the
budgetary process,
Reiterating the importance of following strictly the normal procedures
of budgetary approval,
1.
Decides to appropriate, on an exceptional basis, an amount of
4,473,000 dollars under section 21 (Human rights) of the programme budget for
the biennium 1994-1995, 1/ on the understanding that the posts requested by
the Secretary-General in his report 4/ for the Office of the United Nations
High Commissioner for Human Rights, the Centre for Human Rights and the United
Nations human rights presence in Cambodia are approved on a temporary basis
and that all these posts shall be subject to a detailed review by the Advisory
Committee on Administrative and Budgetary Questions and by the General
Assembly at the earliest opportunity at its resumed forty-ninth session;
