Situation of human rights in the Bolivarian Republic of Venezuela
The Human Rights Council,
Guided by the Charter of the United Nations, the Universal Declaration of Human
Rights, the International Covenants on Human Rights and other relevant international human
rights instruments,
Reaffirming the primary responsibility of States to promote and protect the human
rights and fundamental freedoms of their citizens and to fulfil their obligations under the
human rights treaties and agreements to which they are parties,
Recalling its resolution 39/1 of 27 September 2018 on the promotion and protection
of human rights in the Bolivarian Republic of Venezuela,
Recalling also that regional arrangements can play an important role in promoting and
protecting human rights and should reinforce universal human rights standards, as contained
in international human rights instruments,
Underlining that the Bolivarian Republic of Venezuela, as a party to the International
Covenant on Civil and Political Rights and the Optional Protocols thereto, the International
Covenant on Economic, Social and Cultural Rights and the Optional Protocol thereto, the
International Convention on the Elimination of All Forms of Racial Discrimination, the
Convention on the Elimination of All Forms of Discrimination against Women and the
Optional Protocol thereto, the Convention against Torture and Other Cruel, Inhuman or
Degrading Treatment or Punishment, the Convention on the Rights of the Child and the
Optional Protocols thereto on the involvement of children in armed conflict and on the sale
of children, child prostitution and child pornography, the International Convention on the
Protection of the Rights of All Migrant Workers and Members of Their Families, the
Convention on the Rights of Persons with Disabilities and the Optional Protocol thereto, and
to several other multilateral and regional human rights instruments, is under international
obligations to ensure respect for the promotion and protection of the human rights of all
individuals within its territory and subject to its jurisdiction,
Expressing grave concern at the alarming situation of human rights in the Bolivarian
Republic of Venezuela, which includes patterns of violations directly and indirectly affecting
all human rights – civil, political, economic, social and cultural – in the context of the ongoing
political, economic, social and humanitarian crisis, as stated in the reports of the United
Nations High Commissioner for Human Rights and of other international organizations,
