67/16. The situation in Afghanistan
The General Assembly,
Recalling its resolution 66/13 of 21 November 2011 and all its previous
relevant resolutions,
Recalling also all relevant Security Council resolutions and statements by the
President of the Council on the situation in Afghanistan, in particular resolutions
2041 (2012) of 22 March 2012 and 2069 (2012) of 9 October 2012,
Reaffirming its strong commitment to the sovereignty, independence, territorial
integrity and national unity of Afghanistan, and respecting its multicultural,
multi-ethnic and historical heritage,
Recognizing once again the interconnected nature of the challenges in
Afghanistan, reaffirming that sustainable progress on security, governance, human
rights, the rule of law and development, as well as on the cross-cutting theme of
counter-narcotics, is mutually reinforcing, and welcoming the continuing efforts of
the Government of Afghanistan and the international community to address these
challenges in a coherent manner,
Recalling the long-term commitment of the international community to
Afghanistan with the aim of strengthening national ownership and leadership
consistent with the Kabul process, and taking into account the evolving nature of the
presence of the international community,
Welcoming the conclusions of the International Afghanistan Conference on
Afghanistan and the International Community: From Transition to the
Transformation Decade, held in Bonn, Germany, on 5 December 2011, 1 in which it
was declared that the process of transition, to be completed by the end of 2014,
should be followed by a transformation decade (2015–2024) in which Afghanistan
consolidates its sovereignty through strengthening a fully functioning, sustainable
State in the service of its people,
