Human rights in the administration of justice, in particular
juvenile justice
The Human Rights Council,
Recalling the Universal Declaration of Human Rights and all relevant international
treaties, including the International Covenant on Civil and Political Rights and the
Convention on the Rights of the Child,
Bearing in mind the numerous other international standards and norms in the field of
the administration of justice, in particular of juvenile justice, including the Standard
Minimum Rules for the Treatment of Prisoners, the United Nations Standard Minimum
Rules for the Administration of Juvenile Justice (the “Beijing Rules”), 1 the Basic Principles
for the Treatment of Prisoners,2 the Body of Principles for the Protection of All Persons
under Any Form of Detention or Imprisonment, 3 the United Nations Guidelines for the
Prevention of Juvenile Delinquency (the Riyadh Guidelines) 4 and the United Nations Rules
for the Protection of Juveniles Deprived of their Liberty (the Havana Rules),5 the
Guidelines for Action on Children in the Criminal Justice System (the Vienna Guidelines) 6
and the Guidelines on Justice in Matters involving Child Victims and Witnesses of Crime,7
