International cooperation on humanitarian assistance in the field of natural disasters, from relief to development The General Assembly, Reaffirming its resolution 46/182 of 19 December 1991, the annex to which contains the guiding principles for the strengthening of the coordination of emergency humanitarian assistance of the United Nations system, as well as all its resolutions on international cooperation on humanitarian assistance in the field of natural disasters, from relief to development, and recalling the resolutions of the humanitarian segments of the substantive sessions of the Economic and Social Council, Reaffirming also the principles of humanity, neutrality, impartiality and independence for the provision of humanitarian assistance, Recalling the Sendai Declaration 1 and the Sendai Framework for Disaster Risk Reduction 2015–2030, 2 adopted by the Third United Nations World Conference on Disaster Risk Reduction, held in Sendai, Japan, from 14 to 18 March 2015, Recognizing that the Sendai Framework applies to the risk of small-scale and large-scale, frequent and infrequent, sudden and slow-onset disasters caused by natural or man-made hazards, as well as related environmental, technological and biological hazards and risks, Noting with concern that slow-onset disasters such as droughts are on the rise in many places and can have significant impacts on affected populations and lead to increased vulnerability to other hazards, Recognizing the Global Platform for Disaster Risk Reduction as the main forum at the global level for strategic advice coordination and partnership development for disaster risk reduction, _______________ 1 2 Resolution 69/283, annex I.
