Enhancement of international cooperation in the field of human rights
The Human Rights Council,
Reaffirming its commitment to promoting international cooperation, as set forth in the
Charter of the United Nations, in particular Article 1, paragraph 3 thereof, and relevant
provisions of the Vienna Declaration and Programme of Action, adopted at the World
Conference on Human Rights on 25 June 1993, for enhancing genuine cooperation among
Member States in the field of human rights,
Recalling General Assembly resolution 70/1 of 25 September 2015, entitled
“Transforming our world: the 2030 Agenda for Sustainable Development”, in which the
Assembly adopted a comprehensive, far-reaching and people-centred set of universal and
transformative Sustainable Development Goals,
Recalling also General Assembly resolution 69/313 of 27 July 2015 on the Addis
Ababa Action Agenda of the Third International Conference on Financing for Development,
which is an integral part of the 2030 Agenda for Sustainable Development,
Recalling further the United Nations Millennium Declaration, adopted on 8
September 2000, General Assembly resolution 74/153 of 18 December 2019, Human Rights
Council resolution 41/3 of 11 July 2019 and the resolutions of the Commission on Human
Rights on the enhancement of international cooperation in the field of human rights,
Recalling General Assembly resolution 41/128 of 4 December 1986, entitled
“Declaration on the Right to Development”, in which the Assembly stated that States have
the duty to cooperate with each other in ensuring development and eliminating obstacles to
development,
Recalling also General Assembly resolution 48/141 of 20 December 1993, entitled
“High Commissioner for the promotion and protection of all human rights”, in which the
Assembly recalled that one of the purposes of the United Nations enshrined in the Charter is
to achieve international cooperation in the promotion and encouragement of respect for
human rights,
Reaffirming General Assembly resolution 33/134 of 19 December 1978, entitled
“United Nations Conference on Technical Cooperation among Developing Countries”, in
GE.20-09930(E)
