Elimination of discrimination against persons affected by leprosy and
their family members
The Human Rights Council,
Guided by the purposes, principles and provisions of the Charter of the United
Nations,
Guided also by the Universal Declaration of Human Rights, and recalling relevant
international human rights instruments, including the International Covenant on Economic,
Social and Cultural Rights, the International Covenant on Civil and Political Rights, the
Convention on the Rights of Persons with Disabilities, the Convention on the Elimination of
All Forms of Discrimination against Women, the Convention on the Rights of the Child and
the International Convention on the Elimination of All Forms of Racial Discrimination,
Welcoming the work and taking note of the reports of the Special Rapporteur on the
elimination of discrimination against persons affected by leprosy and their family members
submitted to the Human Rights Council,1 and the recommendations made therein,
Recalling Human Rights Council resolutions 5/1, on institution-building of the
Human Rights Council, and 5/2, on the Code of Conduct for Special Procedures Mandate
Holders of the Council, of 18 June 2007, and stressing that the mandate holder shall discharge
his or her duties in accordance with those resolutions and the annexes thereto,
Recalling also its resolutions 8/13 of 18 June 2008, 12/7 of 1 October 2009, 15/10 of
30 September 2010, 29/5 of 2 July 2015 and 35/9 of 22 June 2017, and General Assembly
resolution 65/215 of 21 December 2010,
Recalling further the universality, indivisibility, interdependence and interrelatedness
of all human rights and fundamental freedoms,
Recalling the Global Leprosy Strategy 2016–2020 of the World Health Organization,
and sharing the common aspiration to accelerate towards a leprosy-free world,
