This responsibility is reflected in the adoption of an integrated approach at the local and national levels in order to ensure access to affordable and reliable services for the children and dependants (particularly those who are elderly and disabled) of women and men who are working, undergoing training, studying or seeking employment. This responsibility can also take the form of incentives for parents and employers, of a partnership between local authorities, management and labour, non-governmental organizations and the private sector, and of the provision of technical assistance and access to vocational training.

- Economic policies and structural adjustment programmes, including liberalization policies, should include privatization, financial and trade policies, should be formulated and monitored in a gender-sensitive way, with inputs from the women most impacted by these policies, in order to generate positive results for women and men, drawing on research on the gender impact of macroeconomic and micro-economic policies. Governments should ensure, inter alia, that macroeconomic policies, including financial and public sector reforms, and employment generation, are gender-sensitive and friendly to small-scale and medium-sized enterprises. Local-level regulations and administrative arrangements should be conducive to women entrepreneurs. It is the responsibility of Governments to ensure that women are not discriminated against in times of structural change and economic recession.

- The Secretary-General should ensure full and urgent implementation of the strategic plan of action for the improvement of the status of women in the Secretariat (1995-2000) so as to achieve overall gender equality, in particular at the Professional level and above, by the year 2000. The Consultative Committee on Administrative Questions (Personnel and General Administrative Questions) (CCAQ/PER) should continue to monitor and make concrete recommendations regarding steps being taken in the United Nations Secretariat to achieve the target of 50 per cent women in managerial and decision-making positions by the year 2000, as well as steps to achieve gender balance in the United Nations system as a whole. Consistent with Article 101 of the Charter of the United Nations, the Secretary-General is urged to increase the number of women employed in the Secretariat from countries that are unrepresented or under-represented. The Secretary- General should be encouraged to appoint a woman to the proposed new position of Deputy Secretary-General of the United Nations as a step in mainstreaming women in decision-making positions throughout the United Nations system.

- Educational planners and policy makers should give renewed importance to education in mathematics, science and technology for girls and women. In order to develop the skills required, women need to have full access to education in science and technology at all levels, including the use of modern technologies such as information technology, to vocational training and to lifelong learning. Using a wide range of strategies and modalities, efforts should be made - for instance, through the development of information services and professional guidance for girls and women - to promote girls' and women's participation in fields where they are under- represented, such as science, engineering and technology, and to encourage them to participate actively in the development of new technologies, from design to application, monitoring and evaluation.

- Full enjoyment by women and girls of all human rights, civil, cultural, economic, political and social, including the right to development — which are universal, indivisible, interdependent and interrelated — is of crucial importance in preventing further spread of HIV/AIDS. The majority of women and girls do not fully enjoy their rights, in particular to education, the highest attainable standard of physical and mental health and social security, especially in developing countries. These inequalities begin early in life and render women and girls more vulnerable in the area of sexual and reproductive health, thus increasing their risk and vulnerability to HIV infection and their disproportionate suffering from the consequences of the HIV/AIDS epidemic.

- While globalization has brought greater economic opportunities and autonomy to some women, many others, owing to the deepening inequalities among and within countries, have been marginalized and deprived of the benefits of this process. Globalization should be fully inclusive and equitable. To that end, there is a strong need for policies and measures at the national and international levels, formulated and implemented with the full and effective participation of developing countries and countries with economies in transition to help them respond effectively to those challenges and opportunities. Further efforts at the national and international levels should be made to eliminate the obstacles facing the integration of developing countries in the global economy.

- The Commission on the Status of Women also welcomes the convening of the World Summit on Sustainable Development, to be held in Johannesburg, stresses the importance of gender mainstreaming throughout the process and urges gender balance in the composition of delegations as well as the involvement and full participation of women in the preparations, work and outcome of the World Summit, thus renewing the commitment to gender equality objectives at the international level. - The Commission notes and expresses deep concern with regard to Millennium Development Goal 1 (eradicating extreme poverty and hunger), that poverty impedes women's empowerment and progress towards gender equality, and that the feminization of poverty persists, and recognizes that significant gender gaps in employment rates and wages persist. The Commission is concerned that owing to, inter alia, socioeconomic inequalities and persistent discrimination in labour markets, women are more likely than men to be in precarious, vulnerable, gender-stereotyped and low paying forms of employment; bear a disproportionate share of unpaid care work; be engaged in the informal economy; and have less access to full and productive employment and decent work, social protection and pensions, which increases their risk of poverty, relative to men, particularly if they are living in households without other adult earners. It further notes that discriminatory norms contribute to women's and girls' greater vulnerability to extreme poverty, food insecurity and malnutrition and that girls and older women each face different and particular challenges. The Commission notes that current poverty measures do not adequately reflect women's vulnerability to poverty, owing to inadequate data, inter alia, on income distribution within households. The Commission is further concerned that the targets on hunger also remain unmet, with adverse consequences for the health, livelihoods and well-being of women and girls. It notes the importance of food security and nutrition for achieving goal 1 and the need to address gender gaps in the fight against hunger, and recognizes that insufficient priority is given to addressing malnutrition in women and girls.
