Women, diplomacy and human rights The Human Rights Council, Guided by the purposes and principles of the Charter of the United Nations, Reaffirming the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights and the Convention on the Elimination of All Forms of Discrimination against Women, Reaffirming also the Beijing Declaration and Platform for Action, and the outcome documents of its review conferences, Recognizing the important contributions that women make to diplomacy, and recalling General Assembly resolution 76/269 of 20 June 2022, entitled “International Day of Women in Diplomacy”, in which the Assembly proclaimed 24 June as the International Day of Women in Diplomacy, Recalling the adoption of resolutions relevant to women’s participation in diplomacy, including Security Council resolution 1325 (2000) of 31 October 2000 on women and peace and security, Human Rights Council resolution 45/28 of 7 October 2020 on promoting and protecting the human rights of women and girls in conflict and post-conflict situations, and all other relevant resolutions, Welcoming the organization of the first celebration of the International Day of Women in Diplomacy in Geneva on 24 June 2024, Reaffirming the importance of States’ obligations and commitments to ensure gender equality and the full, equal, meaningful and safe participation and leadership of women in the advancement of multiple international agendas related to human rights, peace and security, and development, for the effectiveness of the responses to pressing global challenges, Noting with concern the persistent and systemic barriers that hinder the full, equal, meaningful and safe participation and leadership of women in decision-making, particularly their underrepresentation in diplomacy, including in international human rights forums, and stressing the need for concerted efforts to achieve gender parity in international decisionmaking spaces, GE.25-05422 (E)
