Endorses the conclusions and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions,3 and requests the Secretary-General to ensure their full implementation; 9. Authorizes the Secretary-General to retain the amount of 904,000 dollars from the unencumbered balance of 1,161,700 dollars gross (1,104,300 dollars net) in respect of the period from 1 July 1998 to 30 June 1999 to cover the costs of outstanding claims from a Government for the rotation of its troops during the prior period; 10. Decides that Member States that have fulfilled their financial obligations to the Force shall be credited their respective share of the remaining unencumbered balance of 257,700 dollars gross (200,300 dollars net) in respect of the period ending 30 June 1999; 11. Decides also that, for Member States that have not fulfilled their obligations to the Force, their share of the remaining unencumbered balance of 257,700 dollars gross (200,300 dollars net) in respect of the period ending 30 June 1999 shall be set off against their outstanding obligations; 12. Emphasizes that no peacekeeping mission shall be financed by borrowing funds from other active peacekeeping missions; 13. Decides to include in the provisional agenda of its fifty-fifth session the item entitled “Financing of the United Nations Preventive Deployment Force”. 98th plenary meeting 15 June 2000 3 A/54/824.
