Negative impact of the legacies of colonialism on the enjoyment of
human rights
The Human Rights Council,
Guided by the purposes and principles of the Charter of the United Nations,
Recalling the Universal Declaration of Human Rights, which states that all human
beings are born free and equal in dignity and rights,
Recalling also all relevant international human rights treaties, including the
International Covenant on Civil and Political Rights and the International Covenant on
Economic, Social and Cultural Rights,
Recalling further the Declaration on the Granting of Independence to Colonial
Countries and Peoples and the Durban Declaration and Programme of Action,
Acknowledging the crucial role of the General Assembly and its Special Committee
on the Situation with regard to the implementation of the Declaration on the Granting of
Independence to Colonial Countries and Peoples on the matters of decolonization,
Reaffirming that the existence of colonialism in any form or manifestation, including
economic exploitation, is incompatible with the Charter, the Declaration on the Granting of
Independence to Colonial Countries and Peoples and the Universal Declaration of Human
Rights, and regretting that measures to eliminate colonialism by 2020, as called for by the
General Assembly in its resolution 65/119 of 10 December 2010, have not been successful,
Acknowledging that the period 2021–2030 is the Fourth International Decade for the
Eradication of Colonialism designated by the General Assembly,1 and that all Member States,
the specialized agencies and other organizations of the United Nations system, and other
governmental and non-governmental organizations are invited to actively support and
participate in the implementation of the plan of action for the Decade,
