- Expresses deep concern, that, globally, women and girls are still the most affected by the HIV and AIDS epidemic, that they bear a disproportionate share of the caregiving burden and that they are more vulnerable to violence, stigmatization, discrimination, poverty and marginalization from their families and communities as a result of the epidemic, notes that progress towards gender equality and the empowerment of all women and girls has been unacceptably slow and that the ability of women and girls to protect themselves from HIV continues to be compromised by physiological factors, gender inequalities, including unequal power relations in society between women and men and boys and girls, and unequal legal, economic and social status, insufficient access to health-care services, including sexual and reproductive health, and multiple and intersecting forms of discrimination and violence in the public and private spheres, including trafficking in persons, sexual violence, exploitation and harmful practices, and calls upon Governments and the international community to urgently scale up responses towards achieving the goal of universal access to comprehensive HIV prevention, treatment, care and support and to ending the HIV and AIDS epidemic by 2030;

- Also urges States to ensure that the applicable conventions of the International Labour Organization relating to the employment of girls and boys are respected and effectively enforced and that girls who are employed have equal access to decent work and equal pay for equal work or work of equal value, are protected from economic and sexual exploitation, discrimination, sexual harassment, violence and abuse in the workplace, are aware of their rights and have access to formal and non-formal education, skills development and technical and vocational training, and urges States to develop gender-sensitive measures, including national action plans, where appropriate, to eliminate child labour and its worst forms, commercial sexual exploitation, hazardous forms of child labour, trafficking and slavery-like practices, including forced and bonded labour, and recruitment or use of children in armed conflict in violation of applicable international law, and to recognize that girls, including in child-headed households, face greater risks in this regard;

- Reaffirms that States have an obligation to exercise due diligence to prevent and combat all forms of violence against women and girls, provide protection to the victims and investigate, prosecute and punish the perpetrators of violence against women and girls, and that failure to do so violates and impairs or nullifies the enjoyment of their human rights and fundamental freedoms, calls upon Governments to elaborate and implement laws and strategies to eliminate violence against women and girls, encourages and supports men and boys to take an active part in the prevention and elimination of all forms of violence, encourages increased understanding among men and boys of how violence harms girls, boys, women and men and undermines gender equality, encourages all actors to speak out against any form of violence against women, and in this regard encourages Member States to continue to support the Secretary-General’s ongoing campaign “UNiTE to End Violence against Women”, the social mobilization and advocacy platform of the United Nations Entity for Gender Equality and the Empowerment of Women (UN?Women) “Say NO — UNiTE to End Violence against Women” and the Entity’s “HeforShe” campaign, as well as to support the Secretary-General’s voluntary compact on preventing and addressing sexual exploitation and abuse;

- d) Modifiquen las pautas de conducta sociales y culturales con miras a prevenir y eliminar en las esferas pública y privada, incluidos los contextos digitales, los estereotipos patriarcales y de género, las normas, actitudes y comportamientos sociales negativos y las relaciones de poder desiguales que consideran a las mujeres y las niñas subordinadas a los hombres y los niños, que subyacen a la discriminación y la violencia contra las mujeres y las niñas y las perpetúan, y que pueden dar lugar a la privación de libertad de las mujeres y las niñas, no solo en centros de detención, sino también en otros establecimientos penitenciarios, instituciones públicas y privadas, viviendas particulares y espacios comunitarios, y en situaciones de conflicto y de emergencia humanitaria;

- k) Tengan en cuenta la dimensión de género en todas las formas de violencia contra los niños e incorporen la perspectiva de género en todas las políticas y medidas que se adopten para proteger a los niños contra todas las formas de violencia, reconociendo que las niñas y los niños están expuestos a diferentes niveles de riesgo de sufrir diferentes formas de violencia a edades diferentes y en situaciones diferentes y, en ese contexto, recuerda las conclusiones convenidas de la Comisión de la Condición Jurídica y Social de la Mujer, incluidas las aprobadas en su 57° período de sesiones 36 , sobre la eliminación de todas las formas de discriminación y violencia contra las mujeres y las niñas;
