Welcoming bilateral and regional cooperation mechanisms and initiatives to address the problem of trafficking in women and girls,

Reaffirming the obligation of all States to promote and protect human rights and fundamental freedoms, as stated in the Charter of the United Nations, and reaffirming also their obligations under human rights instruments, in particular the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights, the International Covenant on Civil and Political Rights, the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child,

Reaffirming its commitment to the continuing and full implementation of resolution 1325 (2000), 1612 (2005) and 1674 (2006) and recalling the Statements of its president of 31 October 2001 (Security Council/PRST/2001/31), 31 October 2002 (Security Council/PRST/2002/32), 28 October 2004 (Security Council/PRST/2004/40), 27 October 2005 (Security Council/PRST/2005/52), 8 November 2006 (Security Council/PRST/2006/42), 7 March 2007 (Security Council/PRST/2007/5), and 24 October 2007 (Security Council/PRST/2007/40);

Recalling the statement of its President of 12 February 1999 (S/PRST/1999/6),

Recalling its resolution 1261 (1999) of 28 August 1999,

Welcoming the adoption by the General Assembly on 25 May 2000 of the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict,

Recognizing the harmful and widespread impact of armed conflict on children and the long-term consequences this has for durable peace, security and development,

Having considered the report of the Secretary-General of 7 September 2001 on the implementation of resolution 1314 (2000) on children and armed conflict,

Underlining the need for all parties concerned to comply with the provisions of the Charter of the United Nations and with international law, in particular those regarding children,

Welcoming the entry into force of the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict,

Convinced that the protection of children in armed conflict should be regarded as an important aspect of any comprehensive strategy to resolve conflict,

Reiterating its primary responsibility for the maintenance of international peace and security and, in this connection, its commitment to address the widespread impact of armed conflict on children,

Having considered the report of the Secretary-General of 26 November 2002 on the implementation of, inter alia, its resolution 1379 (2001),

Recognizing the important contribution to the protection of civilians in armed conflict by regional organizations, and acknowledging in this regard, the steps taken by the African Union,

Reaffirming that parties to armed conflict bear the primary responsibility to take all feasible steps to ensure the protection of affected civilians,

Reaffirming that ending impunity is essential if a society in conflict or recovering from conflict is to come to terms with past abuses committed against civilians affected by armed conflict and to prevent future such abuses, drawing attention to the full range of justice and reconciliation mechanisms to be considered, including national, international and “mixed” criminal courts and tribunals and truth and reconciliation commissions, and noting that such mechanisms can promote not only individual responsibility for serious crimes, but also peace, truth, reconciliation and the rights of the victims,

Welcoming the efforts of Member States in implementing its resolution 1325 (2000) at the national level, including the development of national action plans, and encouraging Member States to continue to pursue such implementation,

Recognizing the importance of reparations programmes in response to serious violations of international humanitarian law and gross human rights violations,

Welcoming the progress made in rendering operational the team of experts to assist national authorities to strengthen the rule of law in accordance with resolution 1888 (2009); reaffirming the importance of deploying it rapidly to situations of particular concern with respect to sexual violence in armed conflict, working through the United Nations presence on the ground and with the consent of the host government and in this regard, appreciating the voluntary contributions to support its work,

Recognizing the need for States in or emerging from armed conflict to restore or build accountable security institutions and independent national judicial systems,

Noting also relevant provisions of the Rome Statute of the International Criminal Court,

Affirming that women’s political, social and economic empowerment, gender equality and the enlistment of men and boys in the effort to combat all forms of violence against women are central to long-term efforts to prevent sexual violence in armed conflict and post-conflict situations; and emphasizing the importance of the full implementation of resolution 1325 (2000) while noting the ongoing work on a set of indicators for the implementation of resolution 1325 (2000) and subsequent resolutions on women and peace and security, and recognizing UN-Women’s efforts in this area,

Welcoming the emphasis placed on achieving gender equality and the empowerment of women and girls in the recent adoption of the 2030 Agenda for Sustainable Development, reaffirming that women’s and girls’ empowerment and gender equality are critical to conflict prevention and broader efforts to maintain international peace and security, noting in this regard the emphasis of the Report of the Independent High-level Panel on Peace Operations (S/2015/446), the Report of the Advisory Group of Experts for the Review of the United Nations Peacebuilding Architecture (S/2015/490), and the Global Study on the need, inter alia, to invest more in conflict prevention and women’s empowerment, and further emphasizing that persisting barriers to the full implementation of resolution 1325 (2000) will only be dismantled through dedicated commitment to women’s participation and human rights, and through concerted leadership, consistent information and action, and support, to build women’s engagement in all levels of decision-making,

Recognizing the important contribution of civil society, including women’s organizations, during the last fifteen years in the implementation of resolution 1325,

Emphasizing the importance of a comprehensive approach to sustaining peace, particularly through the prevention of conflict and addressing its root causes, strengthening the rule of law at the international and national levels, and promoting sustained and sustainable economic growth, poverty eradication, social development, sustainable development, national reconciliation and unity including through inclusive dialogue and mediation, access to justice and transitional justice, accountability, good governance, democracy, accountable institutions, gender equality and respect for, and protection of, human rights and fundamental freedoms,

Guided by the purposes and principles of the Charter of the United Nations,

Stressing that civil society can play an important role in advancing efforts to sustain peace,

Convinced that acts of violence, attacks and threats against medical personnel and humanitarian personnel exclusively engaged in medical duties, their means of transport and equipment, as well as hospitals and other medical facilities, and obstructing the delivery of humanitarian assistance, including medical assistance, may exacerbate ongoing armed conflicts and undermine the efforts of the Security Council to maintain international peace and security under the Charter of the United Nations,

Stressing that identification of medical personnel and humanitarian personnel exclusively engaged in medical duties, their means of transport and equipment, as well as hospitals and other medical facilities may enhance their protection, and in this regard, recalling also the obligations, in situations of armed conflict, pertaining to the use and the protection of the distinctive emblems under the Geneva Conventions of 1949 and where applicable, their Additional Protocols,

Noting that medical personnel, and humanitarian personnel exclusively engaged in medical duties, in an armed conflict situation, continue to be under a duty to provide competent medical service in full professional and moral independence, with compassion and respect for human dignity, and always to bear in mind human life and to act in the patient's best interest and stressing the need to uphold their respective professional codes of ethics, and further noting the applicable rules of international humanitarian law relating to the non-punishment of any person for carrying out medical activities compatible with medical ethics,

Recalling also the obligation under international humanitarian law to distinguish between civilian populations and combatants, and the prohibition against indiscriminate attacks, and the obligations to do everything feasible to verify that the objectives to be attacked are neither civilians nor civilian objects and are not subject to special protection, including medical personnel their means of transport and equipment, and hospitals and other medical facilities, and recalling further the obligation to take all feasible precautions with a view to avoiding and in any event minimizing harm to civilians and civilian objects,

Recalling further the principles proclaimed in the Rio Declaration on Environment and Development of 14 June 1992,

Urging States to ensure that violations of international humanitarian law related to the protection of the wounded and sick, medical personnel and humanitarian personnel exclusively engaged in medical duties, their means of transport and equipment, as well as hospitals and other medical facilities in armed conflicts do not remain unpunished, affirming the need for States to ensure that those responsible do not operate with impunity, and that they are brought to justice, as provided for by national laws and obligations under international law,

Stressing that acts of violence directed against women impair or nullify the enjoyment by women of their human rights and fundamental freedoms,

Recalling that the Charter of the United Nations reaffirms faith in fundamental human rights, in the dignity and worth of the human person and in the equal rights of men and women,

Having considered the report of the Secretary-General, prepared pursuant to General Assembly resolution 48/130,

Recalling its resolutions 49/209, 49/210, 49/211 and 49/212 of 23 December 1994,

Recalling further Commission on Human Rights resolutions 1995/78 and 1995/79 of 8 March 1995,

Encouraged by some measures adopted by some receiving countries to alleviate the plight of women migrant workers residing within their areas of jurisdiction,

Reaffirming also that the best interests of the child shall be a primary consideration in all actions concerning children,

Noting the holding of the Youth Forum of the United Nations System, at Vienna from 27 to 29 May 1991, stressing the importance of the role of non-governmental organizations devoted to questions of youth in the contribution to United Nations policies in the field of youth, and welcoming the increasing activities of the youth employment programme HOPE '87 and its close collaboration with the United Nations in bringing about employment opportunities for young people, especially in developing countries,

Noting with appreciation that the World Summit for Children sensitized the entire world to the plight of children,

Noting that the year 1995 will mark the fiftieth anniversary of the Charter of the United Nations and the tenth anniversary of International Youth Year,

Noting the progress made thus far by the representative of the Secretary-General in developing a legal framework, studying the causes and manifestations of internal displacement and analysing institutional arrangements, undertaking dialogue with Governments, issuing a series of reports on particular country situations together with proposals for remedial measures, and raising the level of awareness, at both the national and international levels, concerning the problem of internal displacement,

Reaffirming the Declaration on the Right to Development, which it proclaimed at its forty-first session,

Recalling the relevant norms of international human rights instruments and of international humanitarian law,

Taking note of resolution 32 of 20 April 1995 of the Commission for Social Development,  wherein it is stated, inter alia, that the Standard Rules are to be monitored within the framework of the sessions of the Commission, and that the purpose of such monitoring is to further their effective implementation,

Welcoming the growing awareness of Governments of the need for strategies and programmes to improve the situation of women in rural areas,

Welcoming the report of the Special Rapporteur of the Commission for Social Development on monitoring the implementation of the Standard Rules and his recommendation that, in the coming two years, the focus should be mainly on legislation, coordination of work, organizations of persons with disabilities, accessibility, education and employment,

Recognizing the valuable work done by relevant intergovernmental and non-governmental organizations for the promotion and protection of the rights of the child,

Encouraged by measures adopted by some receiving States to alleviate the plight of women migrant workers residing within their areas of jurisdiction,

Emphasizing the need for accurate, objective and comprehensive information and data as a basis for policy formulation,

Noting that aspects of the Programme of Action of the International Conference on Population and Development, adopted by the Conference on 13 September 1994, the Copenhagen Declaration on Social Development and the Programme of Action of the World Summit for Social Development, adopted by the World Summit on 12 March 1995, the Beijing Declaration and the Platform for Action, adopted by the Fourth World Conference on Women on 15 September 1995, and the United Nations Conference on Human Settlements (Habitat II), held at Istanbul, Turkey, from 3 to 14 June 1996, are relevant to the universal realization of the right to development, within the context of promoting and protecting all human rights,

Recalling its resolutions 50/42 of 8 December 1995, 50/154 of 21 December 1995, 50/203 of 22 December 1995 and 51/76 of 12 December 1996,

Noting the need for coordination and cooperation throughout the United Nations system for a more effective promotion of the right to development,

Stressing the need to strengthen partnerships between Governments, international organizations and all sectors of civil society, in particular non-governmental organizations, in order to achieve these objectives,

Also recalling the World Declaration on the Survival, Protection and Development of Children and the Plan of Action for Implementing the World Declaration on the Survival, Protection and Development of Children in the 1990s adopted by the World Summit for Children, held in New York on 29 and 30 September 1990, notably the solemn commitment to give high priority to the rights of children, to their survival and to their protection and development, and reaffirming the Vienna Declaration and Programme of Action adopted by the World Conference on Human Rights, held at Vienna from 14 to 25 June 1993, which, inter alia, states that national and international mechanisms and programmes for the defence and protection of children, in particular those in especially difficult circumstances, should be strengthened, including through effective measures to combat exploitation and abuse of children, such as female nfanticide, harmful child labour, sale of children and organs, child prostitution and child pornography, as well as other forms of sexual abuse, and which reaffirms that all human rights and fundamental freedoms are universal,

Recognizing the significant contribution that women make to economic activities and the major force that they represent for change and development in all sectors of the economy, especially in key areas such as agriculture, industry and services,

[Recalling:] The Beijing Declaration and the Platform for Action, adopted by the Fourth World Conference on Women, which, inter alia, call upon Governments to enact and enforce legislation against the perpetrators of practices and acts of violence against women, such as female genital mutilation, female infanticide, prenatal sex selection and dowry-related violence, and to give vigorous support to the efforts of non-governmental and community organizations to eliminate such practices,

Mindful that the Commission on Human Rights continues to consider this matter and that the second session of the Intergovernmental Group of Experts established by the Commission on Human Rights to elaborate a strategy for the implementation and promotion of the right to development, as set forth in the Declaration on the Right to Development, in its integrated and multidimensional aspects, was held at Geneva from 29 September to 10 October 1997, with a view to further enhancement and implementation of the right to development,

Reaffirming the Beijing Platform for Action and the outcomes of recent major United Nations conferences and summits,

Welcoming the growing awareness of Governments of the need for strategies and programmes to improve the situation of women in rural areas,

Reaffirming that investing in the development of women and girls has multiplier effects on productivity, efficiency and sustained economic growth,

Stressing also that neglecting a gender perspective in policy formulation and implementation exacerbates the feminization of poverty and economic inefficiency and has a high social cost,

Deeply concerned that, in situations of poverty, war and armed conflict, girl children are among the victims most affected and that thus their potential for full development is limited,

Recommending that, within their mandates, all relevant human rights mechanisms and all other relevant organs and mechanisms of the United Nations system and the supervisory bodies of the specialized agencies pay attention to particular situations in which children are in danger and where their rights are violated and that they take into account the work of the Committee on the Rights of the Child, and welcoming the rights- based approach adopted by the United Nations Children's Fund and the steps taken further to increase system-wide coordination and inter-agency cooperation for the promotion and protection of the rights of the child,

Recalling the agreed conclusions on violence against women adopted on 13 March 1998 by the Commission on the Status of Women at its forty-second session, Commission on Human Rights resolution 1998/30 of 17 April 1998, the recommendations of the Working Group on Contemporary Forms of Slavery adopted by the Subcommission on Prevention of Discrimination and Protection of Minorities of the Commission on Human Rights at its fiftieth session, in August 1998, and resolutions adopted by the Commission on Crime Prevention and Criminal Justice relating to trafficking in women and girls,

Emphasizing the need for more sustained and coordinated national, subregional, regional, interregional and international action to combat trafficking in women and girls,

Expressing concern at the continuing large-scale existence of such practices,

Recognizing that the eradication of extreme poverty is a major challenge within the process of globalization and requires coordinated and continued policies,

Noting that the human person is the central subject of development and that development policy should therefore make the human being the main participant in and beneficiary of development,

Deeply concerned about discrimination against the girl child and the violation of the rights of the girl child, which often result in less access for girls to education, nutrition, physical and mental health care and in girls enjoying fewer of the rights, opportunities and benefits of childhood and adolescence than boys and often being subjected to various forms of cultural, social, sexual and economic exploitation and to violence and harmful practices such as female infanticide, incest, early marriage, prenatal sex selection and female genital mutilation,

Recalling its resolutions 53/127 and 53/128 of 9 December 1998, and taking note of Commission on Human Rights resolution 1999/80 of 28 April 1999,

Emphasizing the importance of the tenth anniversary of the Convention on the Rights of the Child for mobilizing and taking further action towards the full realization of the rights of the child,

Mindful that the Commission on Human Rights continues to consider this matter and, by its resolution 1998/72 of 22 April 1998, established a follow-up mechanism, initially for a period of three years,

Reaffirming the equal rights of women and men as enshrined, inter alia, in the Preamble to the Charter of the United Nations, the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child,

Acknowledging the economic benefits that accrue to both the country of origin and the country of destination from the employment of women migrant workers,

Reaffirming the Beijing Platform for Action and the outcomes of recent major United Nations conferences and summits,

Expressing its concern about the under-representation of women in economic decision-making, and stressing the importance of mainstreaming a gender perspective in all policy formulation, implementation and evaluation,

Noting that sanctions often have a serious negative impact on the development capacity and activity of target countries, as well as third States, undermining their full realization of the right to development,

Recalling also general recommendation 14 concerning female circumcision adopted by the Committee on the Elimination of Discrimination against Women at its ninth session, as well as paragraphs 11, 20 and 24 (l) of general recommendation 19 concerning violence against women adopted by the Committee at its eleventh session and paragraphs 15 (d) and 18 of general recommendation 24 concerning article 12 of the Convention on the Elimination of All Forms of Discrimination against Women on women and health adopted by the Committee at its twentieth session,

Concerned that the girl child has furthermore become a victim of sexually transmitted diseases and the human immunodeficiency virus, which affects the quality of her life and leaves her open to further discrimination,

Noting that some effects of the evolving globalization process may deepen the socio-economic marginalization of rural women,

Deeply concerned about discrimination against the girl child and the violation of the rights of the girl child, which often result in less access for girls to education, nutrition and physical and mental health care and in girls enjoying fewer of the rights, opportunities and benefits of childhood and adolescence than boys and often being subjected to various forms of cultural, social, sexual and economic exploitation and to violence and harmful practices, such as female infanticide, incest, early marriage, prenatal sex selection and female genital mutilation,

Reaffirming further the Dakar Framework for Action adopted at the World Education Forum

Reaffirming the equal rights of women and men as enshrined, inter alia, in the Preamble to the Charter of the United Nations, the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child,

Considering the postponement of the special session of the General Assembly on children due to exceptional circumstances,

Encouraged by some measures adopted by some countries of destination to alleviate the plight of women migrant workers residing in their areas of jurisdiction,

Recalling also the Universal Declaration of Human Rights, which provides that everyone has the right to a standard of living adequate for her/his health and well-being, including food,

Welcoming the cooperation established between the Representative of the Secretary-General and the United Nations and other international and regional organizations, in particular the participation of the Representative of the Secretary-General in the meetings of the Inter-Agency Standing Committee and its subsidiary bodies, and encouraging further strengthening of this collaboration in order to promote better protection, assistance and development strategies for internally displaced persons,

Recalling its resolution 54/167 of 17 December 1999,

Noting also that the globalization process has had some benefits by providing opportunities for wage employment for rural women in new sectors,

Recalling its resolution 56/139 of 19 December 2001 and all relevant resolutions, including the agreed conclusions of the Commission on the Status of Women, in particular those relevant to the girl child,

Recognizing that partnership among Governments, international organizations and all sectors of civil society, in particular non-governmental organizations and the private sector, is important to realizing the rights of the child,

Welcoming the entry into force of the Optional Protocols to the Convention on the Rights of the Child on the involvement of children in armed conflict and on the sale of children, child prostitution and child pornography,

Profoundly concerned that the situation of girls and boys in many parts of the world remains critical as a result of the persistence of poverty, social inequality, inadequate social and economic conditions in an increasingly globalized world economy, pandemics, in particular the human immunodeficiency virus/acquired immunodeficiency syndrome, malaria and tuberculosis, natural disasters, armed conflict, displacement, exploitation, violence, illiteracy, hunger, intolerance, discrimination and inadequate legal protection, and convinced that urgent and effective national and international action is called for,

Reaffirming the World Declaration on the Survival, Protection and Development of Children and the Plan of Action for Implementing the World Declaration on the Survival, Protection and Development of Children in the 1990s adopted by the World Summit for Children, held in New York on 29 and 30 September 1990, and the Vienna Declaration and Programme of Action adopted by the World Conference on Human Rights, held at Vienna from 14 to 25 June 1993, which, inter alia, states that national and international mechanisms and programmes for the defence and protection of children, in particular those in especially difficult circumstances, should be strengthened, including through effective measures to combat the exploitation and abuse of children, female infanticide, harmful child labour, the sale of children and organs, child prostitution and child pornography, and which reaffirms that all human rights and fundamental freedoms are universal,

Recognizing the need to address the impact of globalization on the problem of trafficking in women and children, in particular girls,

Recalling its resolution 56/155 of 19 December 2001, as well as all Commission on Human Rights resolutions in this regard, in particular resolutions 2000/10 of 17 April 2000 and 2002/25 of 22 April 2002,

Reaffirming that all human rights are universal, indivisible, interdependent and interrelated,

Considering the relevant provisions of the Vienna Declaration and Programme of Action, adopted by the World Conference on Human Rights on 25 June 1993, and of the Copenhagen Declaration on Social Development and the Programme of Action of the World Summit for Social Development, adopted by the World Summit on 12 March 1995, and the outcome document of the twenty-fourth special session of the General Assembly entitled “World Summit for Social Development and beyond: achieving social development for all in a globalizing world”, adopted at Geneva on 1 July 2000, and the recognition of the contributions of the outcomes of recent United Nations conferences, special sessions and summits, such as the International Conference on Financing for Development, held in Monterrey, Mexico, from 18 to 22 March 2002, and the World Summit on Sustainable Development, held in Johannesburg, South Africa, from 26 August to 4 September 2002,

Recalling also the Universal Declaration of Human Rights, which provides that everyone has the right to a standard of living adequate for her/his health and well-being, including food,

Reaffirming that a peaceful, stable and enabling political, social and economic environment, at both the national and the international levels, is the essential foundation which will enable States to give adequate priority to food security and poverty eradication,

Recalling also its resolutions 47/196 of 22 December 1992, by which it declared 17 October the International Day for the Eradication of Poverty, 48/183 of 21 December 1993, by which it proclaimed 1996 the International Year for the Eradication of Poverty, 50/107 of 20 December 1995, by which it proclaimed the first United Nations Decade for the Eradication of Poverty (1997–2006), and 56/207 of 21 December 2001 on the implementation of the first United Nations Decade for the Eradication of Poverty (1997–2006), including the proposal to establish a world solidarity fund for poverty eradication,

Recognizing also that Governments have a primary responsibility to educate young people and to create an enabling environment that will promote youth employment,

Deeply concerned about the manifestations of violence, racism, xenophobia and other forms of discrimination and inhuman and degrading treatment against migrants, especially women and children, in different parts of the world,

Recalling article 5 of the Universal Declaration of Human Rights, article 7 of the International Covenant on Civil and Political Rights, the Declaration on the Protection of All Persons from Being Subjected to Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and its resolution 39/46 of 10 December 1984, by which it adopted and opened for signature, ratification and accession the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment,

Reaffirming further the call for the elimination of violence against women and girls, especially all forms of commercial sexual exploitation as well as economic exploitation, including trafficking in women and children, female infanticide, crimes committed in the name of honour, crimes committed in the name of passion, racially motivated crimes, the abduction and sale of children, dowry-related violence and deaths, acid attacks and harmful traditional or customary practices, such as female genital mutilation and early and forced marriages,

Reaffirming the Dakar Framework for Action adopted at the World Education Forum,

Bearing in mind also the need for a focused and consistent approach towards migrants as a specific vulnerable group, in particular migrant women and children,

Concerned that the girl child has furthermore become the victim of sexually transmitted diseases and increasingly of the human immunodeficiency virus, which have a serious impact on the quality of her life and leave her open to further discrimination,

Deeply concerned about the manifestations of violence, racism, xenophobia and other forms of discrimination and inhuman and degrading treatment against migrants, especially women and children, in different parts of the world,

Reaffirming all its previous resolutions on the rights of the child in their entirety, the most recent of which is resolution 67/152 of 20 December 2012,

Resolved to act to ensure that the human rights perspective is taken into account at the national, regional and international levels in measures to address the global food crisis,

Bearing in mind paragraph 6 of General Assembly resolution 60/251 of 15 March 2006,

Underlining the need for mainstreaming a gender perspective in all policies and programmes relating to children,

Welcoming the appointment by the Secretary-General of the independent expert for the United Nations study on violence against children,

Concerned by the fact that migrant children and adolescents who find themselves in a vulnerable situation by attempting to cross international borders without the required travel documents may be exposed to serious human rights violations and abuses that can threaten their physical, emotional and psychological well-being, and may also be exposed to crimes and human rights abuses committed by transnational criminal organizations or gangs, including crimes such as theft, kidnapping, extortion, physical abuse, sale of persons and trafficking in persons, including forced labour, and sexual abuse and exploitation,

Noting with interest the work of all human rights treaty body mechanisms on human rights in the administration of justice, in particular the adoption by the Human Rights Committee of its general comments No. 21 (1992) on humane treatment of prisoners deprived of their liberty, No. 32 (2007) on the right to equality before courts and tribunals and to a fair trial, and No. 35 (2014) on liberty and security of person, and noting with interest also the adoption by the Committee on the Rights of the Child of its general comments No. 10 (2007) on children’s rights in juvenile justice, and No. 13 (2011) on the right of the child to freedom from all forms of violence,

Reaffirming that a peaceful, stable and enabling political, social and economic environment, at both the national and the international levels, is the essential foundation that will enable States to give adequate priority to food security and poverty eradication,

Recalling also the Universal Declaration of Human Rights, which provides that everyone has the right to a standard of living adequate for her or his health and well-being, including food,

Reaffirming that all human rights are universal, indivisible, interdependent and interrelated,

Expressing its concern about the underrepresentation of women in economic decision-making, and stressing the importance of mainstreaming a gender perspective in the formulation, implementation and evaluation of all policies,

Recognizing also that poverty eradication and the achievement and preservation of peace are mutually reinforcing, and recognizing further that peace is inextricably linked to equality between women and men and to development,

Taking note of the outcome of the Fourth Ministerial Conference of the World Trade Organization, held in Doha from 9 to 14 November 2001,

Reaffirming the obligation of all States to promote and protect all human rights and fundamental freedoms, as stated in the Universal Declaration of Human Rights as well as in other relevant international instruments, and reaffirming also that discrimination on the basis of sex is contrary to the Charter of the United Nations, the Convention on the Elimination of All Forms of Discrimination against Women and other international human rights instruments and that its elimination is an integral part of efforts towards the elimination of violence against women,

Recognizing also that both men and women have and should take responsibility for promoting gender equality,

Reaffirming the important role of women in the prevention and resolution of conflicts and in peace-building, and stressing the importance of their full and equal participation in all efforts to maintain and promote peace and security and the need to increase their role in decision-making with regard to conflict prevention and resolution and the rebuilding of post-conflict society, in accordance with Security Council resolution 1325 (2000) of 31 October 2000 and the relevant resolutions of the General Assembly,

Recalling the United Nations Millennium Declaration, and recognizing that the Millennium Declaration includes important goals and targets pertaining to youth,

Bearing in mind the principles embodied in articles 3, 5, 8, 9 and 10 of the Universal Declaration of Human Rights and the relevant provisions of the International Covenant on Civil and Political Rights and the Optional Protocols thereto, in particular article 6 of the Covenant, which states, inter alia, that no one shall be arbitrarily deprived of his life and prohibits the imposition of the death penalty for crimes committed by persons below 18 years of age, and article 10, which provides that all persons deprived of their liberty shall be treated with humanity and with respect for the inherent dignity of the human person,

Reaffirming also the Universal Declaration of Human Rights, which states that everyone has the right to take part in the government of his or her country and the right of equal access to public service,

Reaffirming the obligation of States to promote and protect human rights and fundamental freedoms and their full enjoyment by young people,

Deeply concerned that women and girls continue to be victims of these crimes, as described in the relevant sections of the reports of the Human Rights Committee, the Committee on the Elimination of Discrimination against Women, the Committee on the Rights of the Child and the Committee on Economic, Social and Cultural Rights, and noting in this regard successive reports of the Special Rapporteur of the Commission on Human Rights on violence against women, its causes and consequences,

Bearing in mind the Rome Declaration on World Food Security and the World Food Summit Plan of Action and the Declaration of the World Food Summit: five years later, adopted in Rome on 13 June 2002,

Stressing the importance of reversing the continuing decline of official development assistance devoted to agriculture, both in real terms and as a share of total official development assistance,

Recalling also the Universal Declaration of Human Rights, the Declaration on the Elimination of Discrimination against Women, the Declaration on the Elimination of Violence against Women, the United Nations Declaration on the Elimination of All Forms of Racial Discrimination, the Beijing Declaration and Platform for Action adopted by the Fourth World Conference on Women, the Vienna Declaration and Programme of Action, adopted on 25 June 1993 by the World Conference on Human Rights and the United Nations Millennium Declaration,

Taking note with appreciation of the reports of the Secretary-General on progress made towards achieving the commitments set out in the outcome document of the twenty-seventh special session of the General Assembly and on the status of the Convention on the Rights of the Child and the issues raised in Assembly resolution 59/261, as well as the reports of the Chairman of the Committee on the Rights of the Child, the Special Representative of the Secretary-General for Children and Armed Conflict and the Independent Expert for the United Nations study on violence against children,

Recalling its previous resolutions on the rights of the child, the most recent of which is resolution 59/261 of 23 December 2004, as well as Commission on Human Rights resolution 2005/44 of 19 April 2005,

Acknowledging the economic benefits that accrue to both the country of origin and the country of destination from the employment of women migrant workers,

Reiterating its continuing support for the New Partnership for Africa's Development as a development framework for Africa,

Recognizing that the difficult socio-economic conditions that exist in many developing countries, in particular the least developed countries, have resulted in the acceleration of the feminization of poverty,

Reiterating that technology, in particular information and communication technologies, provides new possibilities for improving accessibility and employment for persons with disabilities and for facilitating their full and effective participation and equality, stressing in this regard the importance of enhancing cooperation among countries for the transfer of technology and technical and economic cooperation in the development and dissemination of appropriate disability-related technologies and know-how, and welcoming the initiatives of the United Nations and contributions from regional groups in promoting information and communication technologies as a means of achieving the universal goal of a society for all,

Taking note also of the Judgment of the International Court of Justice of 31 March 2004 in the case concerning Avena and Other Mexican Nationals, and recalling the obligations of States reaffirmed therein,

Acknowledging also the work done by the International Labour Organization and the International Organization for Migration in addressing migration issues,

Recognizing the positive and diverse contributions that migrants make to host societies and societies of origin and the efforts that some host countries and countries of origin undertake to integrate and reintegrate migrants,

Noting that some effects of globalization may deepen the socio-economic marginalization of rural women,

Recalling its previous resolutions on the rights of the child, the most recent of which is resolution 58/157 of 22 December 2003, as well as Commission on Human Rights resolution 2004/48 of 20 April 2004,

Recognizing also the need to address the impact of globalization on the particular problem of trafficking in women and children, in particular girls,

Recalling all its previous resolutions on the issue of the right to food, in particular resolution 60/165 of 16 December 2005, as well as all resolutions of the Commission on Human Rights in this regard,
