5. Invites Member States to consider establishing national coordinating committees or focal points with responsibility for promoting the activities related to the preparations for and observance of the Year;

3. Endorses the conclusions and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions, 2 5H subject to the provisions of the present resolution;

56. Requests the Secretary-General to submit to the General Assembly on an annual basis a comprehensive and action-oriented report on the implementation of the present resolution, based on the provision of inputs from Governments, organizations of the United Nations system and other stakeholders in the New Partnership.

Noting that, in promoting a holistic approach to achieving sustainable development in harmony with nature, Earth system science plays a significant role,

Stressing further the importance of engagement by all Member States in a comprehensive and coordinated community of action to counter the global threat posed by improvised explosive devices in the hands of illegal armed groups, terrorists and other unauthorized recipients, taking into account national capacities,

10. Also requests the Secretary-General, in order to reduce the cost of employing General Service staff, to continue efforts to recruit local staff for the Mission against General Service posts, commensurate with the requirements of the Mission;

The General Assembly,

Prevention: expanding coverage, diversifying approaches and intensifying efforts to end new HIV infections

13. Encourages the United Nations and regional and subregional organizations to regularly hold dialogues on mediation upon mutually agreed agendas, exchange views, information and lessons learned and improve cooperation, coordination, coherence and complementarity in specific mediation contexts, in accordance with agreed mandates and as appropriate;

Reiterating that a Millennium Summit would provide an opportunity to strengthen the role of the United Nations in meeting the challenges of the twenty-first century,

59. Stresses that radio remains one of the most cost-effective and far- reaching traditional media available to the Department of Public Information and an important instrument in United Nations activities, including development and peacekeeping, with a view to achieving a broad client base around the world;

6. Notes with concern that there remain key challenges to achieving sustainable development, eradicating poverty in mountain regions and protecting mountain ecosystems, and that populations in mountain regions are frequently among the poorest in a given country;

Stressing the need for the full engagement of the United Nations in the process of building Palestinian institutions and in providing broad assistance to the Palestinian people,

Reaffirming also its resolution 55/2 of 8 September 2000, containing the United Nations Millennium Declaration, and recalling its resolution 60/1 of 16 September 2005, containing the 2005 World Summit Outcome, which, inter alia, upheld the right to self-determination of peoples under colonial domination and foreign occupation,

1. Reaffirms its strong and continuing support for the Kimberley Process Certification Scheme 1 and the Kimberley Process as a whole;

20. Strongly condemns the reported persistent and widespread use of sexual violence, abuse and exploitation, including in government detention centres, including those run by the intelligence agencies, and notes that such acts may constitute violations of international humanitarian law and violations and abuses of international human rights law, and in this regard expresses deep concern at the prevailing climate of impunity for sexual and gender-based violence;

55. We welcome existing technology and research funds established by development partners and international and regional financial institutions, and encourage similar initiatives to support landlocked developing countries for a greater use and adaptation of technology.

Supporting the commitment by Ukraine to adhering to international law in its efforts to put an end to the Russian occupation of Crimea, and welcoming the commitments by Ukraine to protecting the human rights and funda mental freedoms of all its citizens,

30. Also appreciates the contributions made by the Economic Cooperation Organization towards reconstruction and development in Afghanistan, commends its active participation in and constructive contributions to various regional and international initiatives on Afghanistan, and especially appreciates its support for the high-level Core Group of Regional Forum Secretaries-General, established at the meeting of the regional bodies on 19 July 2010, the Regional Economic Cooperation Conference on Afghanistan and the Istanbul Process on Regional Security and Cooperation for a Secure and Stable Afghanistan; 9

1. Reaffirms its resolution 1514 (XV) and all other resolutions on decolonization, including its resolution 43/47, in which it declared the decade that began in 1990 as the International Decade for the Eradication of Colonialism, and calls upon the administering Powers, in accordance with those resolutions, to take all necessary steps to enable the peoples of the Territories concerned to exercise fully as soon as possible their right to self-determination and independence;

1. Takes note of the report of the Secretary-General; 1

Reaffirming also that, by virtue of the principle of self-determination, all peoples have the right to determine freely their political status and to pursue freely their economic, social and cultural development, and that every State has the duty to respect this right in accordance with the provisions of the Charter,

Expressing its appreciation to the African Union, the Pacific Islands Forum, the Caribbean Community and other regional organizations for the continued cooperation and assistance they have extended to the specialized agencies and other organizations of the United Nations system in this regard,

Recalling General Assembly resolution 70/1 of 25 September 2015, entitled “Transforming our world: the 2030 Agenda for Sustainable Development ”, in which States are strongly urged to refrain from promulgating and applying any unilateral economic, financial or trade measures not in accordance with international law and the Charter of the United Nations that impede the full achievement of economic and social development, particularly in developing countries,

13. Notes the rule of law briefing and the rule of law panel discussion held at the forty-seventh session of the Commission and the comments transmitted by the Commission highlighting its role in promoting the rule of law, in particular through facilitating access to justice, pursuant to paragraph 14 of General Assembly resolution 68/116; 11

4. Underlines the central role of Headquarters in strategic policymaking and oversight of relevant rules, regulations and procedures while seeking efficiency and effectiveness in the delivery of support to field missions;

5. Reiterates its request to the Secretary-General of the United Nations and the Permanent Secretary of the Latin American Economic System to assess, at the appropriate time, the implementation of the Agreement between the United Nations and the Latin American Economic System 2 and to report thereon to the General Assembly at its sixty-first session;

Taking note of the report of the Secretary-General submitted in pursuance of its resolution 70/84 of 9 December 2015, 1

32. Notes with appreciation the important role of the Office of Administration of Justice in maintaining the independence of the formal system of justice and the progress made by its Executive Director during its first year;

Expressing its deep concern at the increasing challenges faced by Member States and the United Nations humanitarian response capacity as a result of the consequences of natural disasters, including the impact of climate change, reaffirming the importance of implementing the Hyogo Framework of Action 2005–2015: Building the Resilience of Nations and Communities to Disasters, 4F 5 including by providing adequate resources for disaster risk reduction, including disaster preparedness,

Noting with interest the statements made and the information on the political and economic situation in Montserrat provided by the elected representatives of the Territory to the Caribbean regional seminar, held at St. John's, Antigua and Barbuda, from 21 to 23 May 1997, 2

Welcoming the continued assistance provided to the Territory by States members of the Caribbean Community, in particular Antigua and Barbuda, which has offered safe refuge and access to educational and health facilities, as well as employment for thousands who have left the Territory,

Expressing its appreciation to all those Member States and observer States which have made voluntary contributions to the Special Account established for the financing of the Force for the period prior to 16 June 1993,

Deeply concerned that, despite the recommendations adopted on this question by the General Assembly and recent major United Nations conferences, and contrary to general international law and the Charter, unilateral coercive measures continue to be promulgated and implemented with all their negative implications for the social-humanitarian activities and economic and social development of developing countries, including their extraterritorial effects, thereby creating additional obstacles to the full enjoyment of all human rights by peoples and individuals under the jurisdiction of other States,

27. Welcomes the peaceful conduct of provincial elections in New Caledonia on 11 May 2014, the preceding municipal elections and the subsequent efforts to form a new Government of New Caledonia, and encourages constructive engagement by all stakeholders in further developing New Caledonia for all, including by respecting and upholding the Nouméa Accord;

The General Assembly,

7. Takes note of the decision of the Committee on Conferences contained in paragraph 89 of its report, 5 and requests the Committee to report on the implementation of that decision to the General Assembly at its fifty- second session;

111. Notes that piracy and armed robbery at sea affect a wide range of vessels engaged in maritime activities;

5. Welcomes the steps taken by those bodies that have adjusted their programmes of work in order to achieve the optimum utilization of conference- servicing resources, and requests the Committee on Conferences to intensify consultations with the secretariats and bureaux of bodies that underutilize their conference-servicing resources;

2. Expresses its appreciation to the Programme for the support provided to different States in meeting the objectives of the Global Programme of Action and of the special session, especially in cases where significant and anticipated progress was achieved regarding the objectives targeted for 2003 and 2008;

Having also considered the related reports of the Advisory Committee on Administrative and Budgetary Questions, 5

Reiterating the need for secure, stable, adequate and predictable financial resources for the United Nations Environment Programme, and in accordance with resolution 2997 (XXVII) underlining the need to consider the adequate reflection of all the administrative and management costs of the Programme in the context of the United Nations regular budget,

27. Invites the Secretary-General to draw attention to the present resolution in the United Nations system and to continue to include alleged acts of intimidation and reprisal against human rights defenders, including environmental human rights defenders, who seek to cooperate, are cooperating or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights, including against their family members, associates and legal representatives, in his annual report on cooperation with the United Nations, its representatives and mechanisms in the field of human rights;

14. Encourages Member States to consider, as and where appropriate, initiatives that identify areas for practical action in all sectors and levels of society for the promotion of interreligious and intercultural dialogue, tolerance, understanding and cooperation, inter alia, the ideas suggested during the High-level Dialogue on Interreligious and Intercultural Understanding and Cooperation for Peace, held in New York in October 2007, including the idea of an enhanced process of dialogue among world religions, as well as the ideas suggested during the third High Panel on Peace and Dialogue among Cultures, held in Paris in November 2012;

9. Reiterates the need for respect for the territorial unity, contiguity and integrity of all of the Occupied Palestinian Territory and for guarantees of the freedom of movement of persons and goods within the Palestinian territory, including movement into and from East Jerusalem, into and from the Gaza Strip, between the West Bank and the Gaza Strip, and to and from the outside world;

22. Commends the President of the General Assembly and the Secretary- General for their efforts to phase out single-use plastic food containers and disposable cutlery at United Nations catering venues in New York, and notes the desirability that these measures would not lead to any additional increase in the prices of goods and services provided by vendors;

Bearing in mind also the ultimate objective of general and complete disarmament under effective international control,

Acknowledging the role that the Paralympic movement plays in showcasing the achievements of athletes with disabilities to a global audience and in acting as a primary vehicle to promote positive perceptions and greater inclusion of persons with disabilities in sport and society,

3. Condemns all attempts by the Russian Federation to legitimize or normalize its attempted annexation of Crimea, including the automatic imposition of Russian citizenship, illegal election campaigns and change of the demographic structure of the population of Crimea;

Taking note of the statement made in 1995 by the Chief Minister of the British Virgin Islands that the Territory was ready for constitutional and political advancement towards full internal self-government and that the administering Power should assist through the gradual transfer of power to elected territorial representatives,

Calling upon all nuclear-weapon States to undertake concrete disarmament efforts, and stressing that all States need to make special efforts to achieve and maintain a world without nuclear weapons,

Welcoming the adoption of the 2030 Agenda for Sustainable Development, 2 of which the Addis Ababa Action Agenda of the Third International Conference on Financing for Development 3 is an integral part, recalling that the Sustainable Development Goals and targets seek to realize the human rights of all, and stressing the need for Member States to integrate the 2030 Agenda into their respective national policies and development frameworks, as appropriate, to promote the effective implementation, follow-up and review of the 2030 Agenda, in order to ensure that no one is left behind,

Having examined the chapter of the report of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples for 2012 relating to New Caledonia, 1

Welcoming also the decision of forty-nine Kimberley Process Participants, representing seventy-five countries, including the twenty-seven members of the European Union represented by the European Commission, to address the problem of conflict diamonds by participating in the Process and implementing the Kimberley Process Certification Scheme,

Decides to admit the International Criminal Court to membership in the United Nations Joint Staff Pension Fund, in accordance with article 3, paragraphs (b) and (c), of the Regulations of the Fund, with effect from 1 January 2004.

Recalling also previous Human Rights Council resolutions on the World Programme for Human Rights Education, the most recent being resolution 21/14 of 27 September 2012,

(h) The stipulation of basic human rights and freedoms in the Constitution of the Sudan, which entered into force on 1 July 1998;

Reaffirming also the illegality of Israeli actions aimed at changing the status of Jerusalem, including measures such as the so-called E-l plan and all other unilateral measures aimed at altering the character, status and demographic composition of the city and the territory as a whole,

22. Calls upon the authorities of Bosnia and Herzegovina urgently to consider, with a view to its early adoption and full implementation, the draft permanent election law designed by the Organization for Security and Cooperation in Europe to strengthen ties between constituents and representatives, strengthen democratic accountability and encourage pluralistic, multi-ethnic political parties;

4. A member who has served for less than a full term of nine years shall be entitled to a retirement pension in the amount of that proportion of one half of the annual salary which the number of months of his or her actual service bears to one hundred and eight.

22. Emphasizes the need to give further consideration to the safety and security of locally recruited humanitarian personnel, who account for the majority of casualties;

Reaffirming the New Urban Agenda, adopted at the United Nations Conference on Housing and Sustainable Urban Development (Habitat III), held in Quito from 17 to 20 October 2016, 10

United States Virgin Islands

Welcoming that the Government of South Sudan has committed to cooperating with the Office of the High Commissioner, the special procedures of the Human Rights Council, the universal periodic review and the Commission on Human Rights in South Sudan in the fulfilment of its mandate,

4. Expresses concern at the financial situation with regard to peacekeeping activities, in particular as regards the reimbursements to troop contributors that bear additional burdens owing to overdue payments by Member States of their assessments;

2. Expresses deep concern over the glorification of the Nazi movement and former members of the Waffen SS organization, including by erecting monuments and memorials as well as holding public demonstrations in the name of the glorification of the Nazi past, the Nazi movement and neo-Nazism;

Stressing the importance of the work of the Working Group on Enforced or Involuntary Disappearances,

Conscious of the responsibility of the administering Power to ensure the full and speedy implementation of the Declaration in respect of French Polynesia,

Noting with concern that a number of the inhabitants of the Territory continue to live in shelters because of volcanic activity,

6. Reiterates that any changes to the Standard Minimum Rules should not lower any of the existing standards, but should reflect the recent advances in correctional science and good practices so as to promote safety, security and humane conditions for prisoners;

1. Calls upon Israel, the occupying Power, to comply with the relevant resolutions of the General Assembly, the Security Council and the Human Rights Council, in particular Security Council resolution 497 (1981), in which the Council decided, inter alia, that the decision of Israel to impose its laws, jurisdiction and administration on the occupied Syrian Golan was null and void and without international legal effect, and demanded that Israel rescind forthwith its decision;

6. Calls upon relevant organizations and agencies of the United Nations system to intensify their assistance in response to the urgent needs of the Palestinian people in accordance with the Palestinian priorities set forth by the Palestinian Authority, with emphasis on national execution and capacity-building;

9. Notes the work of the open-ended intergovernmental expert group to exchange information on best practices, as well as on national legislation and existing international law, and on the revision of existing United Nations standard minimum rules for the treatment of prisoners so that they reflect recent advances in correctional science and best practices, with a view to reporting on its progress to the Commission on Crime Prevention and Criminal Justice, at its twenty-second session, and in this regard invites the expert group to benefit from the expertise of the United Nations Office on Drugs and Crime and of the Office of the High Commissioner and other relevant stakeholders;

121. Urges coastal States and States fishing on the high seas, in accordance with the Convention, the Agreement and other relevant instruments, to pursue cooperation in relation to straddling fish stocks and highly migratory fish stocks, either directly or through appropriate subregional or regional fisheries management organizations or arrangements, to ensure the effective conservation and management of such stocks;

3. Recognizes the right of the Palestinian people to claim restitution as a result of any exploitation, damage, loss or depletion, or endangerment of their natural resources, and expresses the hope that this issue will be dealt with in the framework of the final status negotiations between the Palestinian and Israeli sides;

Recalling its resolution 57/167 of 18 December 2002, in which it endorsed the Political Declaration and the Madrid International Plan of Action on Ageing, 2002, 1 as well as its resolution 58/134 of 22 December 2003, in which it took note, inter alia, of the road map for the implementation of the Madrid Plan of Action, and its resolutions 59/150 of 20 December 2004 and 60/135 of 16 December 2005,

1. The aim of the United Nations Nelson Rolihlahla Mandela Prize, established by the General Assembly in its resolution 68/275 of 6 June 2014, is to recognize the achievements of those who dedicate their lives to the service of humanity, by promoting the purposes and principles of the United Nations while honouring and paying homage to Nelson Rolihlahla Mandela’s extraordinary life and legacy of reconciliation, political transition and social transformation.

Noting also that the Group of Eight, the European Union, the Regional Forum of the Association of Southeast Asian Nations and others have taken into account in their deliberations the dangers posed by the acquisition by terrorists of weapons of mass destruction, and the need for international cooperation in combating it,

Having examined the report of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, 1/

Recalling the solemn declaration on the future status of Tokelau delivered by the Ulu-o-Tokelau (the highest authority on Tokelau) on 30 July 1994, that an act of self-determination in Tokelau is now under active consideration, together with the constitution of a self-governing Tokelau, and that the present preference of Tokelau is for a status of free association with New Zealand,

Expressing its grave concern over the repeated military actions in the Occupied Palestinian Territory and the reoccupation of Palestinian population centres by the Israeli occupying forces, and emphasizing in this regard the need for the implementation by both sides of the Sharm el-Sheikh understandings,

28. Recognizes the importance of holding free, fair and secure elections in 2009 and 2010 as a crucial step towards consolidating democracy for all Afghans as identified in the Afghanistan Compact, stresses the responsibility of the Afghan authorities in this regard, and calls upon the international community to continue to provide sustained support, including financial assistance and support to the Government of Afghanistan to ensure the security of the elections;

4. Expresses concern at the financial situation with regard to peacekeeping activities, in particular as regards the reimbursements to troop contributors that bear additional burdens owing to overdue payments by Member States of their assessments;

(d) The absence of a substantive and structured dialogue with Aung San Suu Kyi and the National League for Democracy, and some representative ethnic groups, that facilitates national reconciliation, coupled with continuing restrictions placed on the League and other political parties, which have prevented them from participating in the National Convention, including the continued closure of the regional offices of the League;

Expressing its concern about the Israeli excavations undertaken in the Old City of Jerusalem, including in and around religious sites,

Recognizing the significance of preparedness and the prompt dissemination of information through early warning systems, the use of traditional knowledge and the concept of “Building back better” in the recovery, rehabilitation and reconstruction phases in order to protect the lives of people and pr event the damage caused by tsunamis, as referred to in the Sendai Framework for Disaster Risk Reduction 2015 – 2030,

3. Encourages continued serious regional and international efforts to follow up and promote the Arab Peace Initiative, including by the Ministerial Committee formed at the Riyadh summit in March 2007;

5. Reiterates that no single indicator should be used to make definitive judgements about a country’s debt sustainability, and, in this regard, while acknowledging the need to use transparent and comparable indicators, invites the International Monetary Fund and the World Bank, in their assessment of debt sustainability, to continue to take into account a country’s structural weaknesses and the fundamental changes caused by, inter alia, natural disasters, conflicts and changes in global growth prospects or in the terms of trade, especially for commodity-dependent developing countries, as well as by the impact of developments on financial markets, and to provide information on this issue to Member States, using the appropriate frameworks;

The General Assembly,

Recalling all pertinent resolutions, in particular its resolution 59/55 of 2 December 2004 on public administration and development,

14. Encourages the Secretary-General to continue to give high priority to requests from Member States for assistance in the establishment and strengthening of national human rights institutions in accordance with the Paris Principles;

• Enhancement of participation by all individuals, peoples and nations in local, national and international decision-making processes.

Convinced also that human rights education should involve more than the provision of information and should constitute a comprehensive, lifelong process by which people at all levels of development and in all societies learn respect for the dignity of others and the means and methods of ensuring that respect in all societies,

The General Assembly,

Taking note of the report of the Secretary-General, 8 which provides an overview of the activities that have been carried out by the main United Nations entities working in the areas of a culture of peace and interreligious an d intercultural dialogue, understanding and cooperation for peace since the adoption by the General Assembly of its resolutions 70/19 of 3 December 2015 and 70/20,

Recognizing also the ongoing inclusive consultative process within the Committee on World Food Security to develop voluntary and non-binding principles for responsible agricultural investments intended for all stakeholders that are involved in, benefit from or are affected by those principles,

Reaffirming that the adoption of the Convention and the Protocols thereto is a significant development in international criminal law and that they constitute important instruments for effective international cooperation against transnational organized crime,

Reaffirming that the United Nations has a permanent responsibility with respect to the question of Palestine until the question is resolved in all its aspects in a satisfactory manner in accordance with international legitimacy,

12. Requests the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, in close consultation with the relevant United Nations system organizations, to prepare a draft outline of the outcome document of the midterm review so as to facilitate the intergovernmental consultations, taking into account the outcomes of the thematic meetings, the regional meetings and the reports of the Secretary- General on the progress made in the implementation of the Almaty Programme of Action;

• To ensure the implementation, by States Parties, of treaties in areas such as arms control and disarmament and of international humanitarian law and human rights law, and call upon all States to consider signing and ratifying the Rome Statute of the International Criminal Court. 2

Cognizant of the three options on future status for Non-Self-Governing Territories contained in Principle VI of the annex to its resolution 1541 (XV) of 15 December 1960,

Substance abuse

91. Invites the Division, the Food and Agriculture Organization of the United Nations and other relevant bodies of the United Nations system to consult and cooperate in the preparation of questionnaires designed to collect information on sustainable fisheries, in order to avoid duplication;

Recalling the report of the Committee on the Elimination of Racial Discrimination, in which the Committee noted "with great concern that links existed between the Federal Republic of Yugoslavia (Serbia and Montenegro) and Serbian militias and paramilitary groups responsible for massive, gross and systematic violations of human rights in Bosnia and Herzegovina and in Croatian territories controlled by Serbs", 3/

9. Expresses its concern at continuing threats by the 15 Khordad Foundation to the life of Salman Rushdie, including the increase in the bounty announced by the Foundation after the assurance given by the Government of the Islamic Republic of Iran in New York in September 1998, and welcomes the assurance given by the Government that it has no intention of taking any action whatsoever to threaten the life of Mr. Rushdie and those associated with his work or of encouraging or assisting anyone to do so, and that it dissociates itself from any reward offered in this regard and does not support it;

75. Encourages the United Nations system and other relevant humanitarian and development actors to support humanitarian coordinators and resident coordinators in order to strengthen their capacity, inter alia, to support the host Government in implementing preparedness measures and to coordinate preparedness activities of country teams in support of national efforts, and encourages the United Nations system and other relevant humanitarian actors to further strengthen the ability to quickly and flexibly deploy humanitarian professionals to support Governments and country teams in the immediate aftermath of a disaster;

292. Welcomes the progress made by the Intergovernmental Oceanographic Commission and Member States towards the establishment and operation of regional and national tsunami warning and mitigation systems, also welcomes the continued collaboration of the United Nations and other intergovernmental organizations in this effort, further welcomes the development and recent dissemination of the new Enhanced Tsunami Products for the Pacific Tsunami Warning and Mitigation System and the development of Enhanced Tsunami Products for the Tsunami and Other Coastal Hazards Warning System for the Caribbean and Adjacent Regions, which will assist countries in the Pacific and the Caribbean to assess tsunami threats and issue warnings, and encourages Member States to establish and sustain their national warning and mitigation systems, within a global, ocean-related multi-hazard approach, as necessary, to reduce loss of life and damage to national economies and strengthen the resilience of coastal communities to natural disasters;

Underlining the need to take measures to prevent illegal timber harvesting, which leads to the decimation of rare timber species, in particular of rosewood, agarwood and sandalwood,

11. Notes the special challenge inherent in the situation of Tokelau, among the smallest of the small Territories, and how a Territory’s exercise of its inalienable right to self-determination may be brought closer, as in the case of Tokelau, by the meeting of that challenge in innovative ways;
