Exhorta a los Estados a que promuevan y protejan la igualdad de derechos de las mujeres y las niñas en el acceso a la educación, haciendo especial hincapié en una educación primaria y secundaria gratuita y de calidad, incluso ofreciendo programas de recuperación y alfabetización para quienes no hayan recibido educación formal o hayan abandonado la escuela prematuramente como consecuencia del matrimonio o la maternidad, entre otros motivos, que empodere a las jóvenes y las niñas para tomar decisiones informadas sobre sus vidas, su empleo, sus oportunidades económicas y su salud, en particular mediante una educación integral, científicamente exacta, adecuada a la edad y adaptada al contexto cultural que ofrezca a los adolescentes y los jóvenes de ambos sexos, escolarizados o no, información acorde a la evolución de sus capacidades sobre la salud sexual y reproductiva, la igualdad de género y el empoderamiento de las mujeres, los derechos humanos, el desarrollo físico, psicológico y puberal y las relaciones de poder entre hombres y mujeres, para que puedan desarrollar habilidades en relación con su autoestima, la adopción de decisiones informadas, la comunicación y la reducción de los riesgos y forjar relaciones respetuosas, en plena colaboración con los jóvenes, los padres, los representantes legales, los cuidadores, los educadores y los proveedores de servicios de atención de la salud, a fin de contribuir a la eliminación del matrimonio infantil, precoz y forzado;

Recuerda la necesidad de adoptar estrategias, de prevenir y combatir el uso nocivo del alcohol y los estupefacientes con una perspectiva integral y de derechos humanos, y de proporcionar información, educación y orientación sobre los efectos del uso indebido de estupefacientes, pero también la importancia del apoyo familiar y escolar para su prevención y el tratamiento, la rehabilitación y la reintegración de los niños y adolescentes con problemas de uso indebido de estupefacientes;
