- The rights of children and young people of African descent need to be specifically protected with regard to their identity, culture and language, in particular by promoting culturally and linguistically sensitive education policies and programmes. Actions shall be adopted to combat the indirect discrimination faced by children in education systems by removing the negative stereotypes and imagery often used in teaching materials, ensuring the inclusion of the histories and cultures of people of African descent, including the transatlantic slave trade in curriculums, and ensuring the cultural or linguistic relevance of teaching for children of African descent. Formal education at the early childhood, primary, secondary, post-secondary and adult education levels must incorporate knowledge about the history of transatlantic enslavement and the role of people of African descent in global development, and the diversity and richness of civilizations and cultures that constitute the common heritage of humankind. A comprehensive curriculum reform shall also tackle all forms of stereotypes.

To monitor the implementation of the Sustainable Development Goals, it will be important to improve the availability of, and access to, data and statistics disaggregated by income, gender, age, race, ethnicity, migratory status, disability, geographic location and other characteristics relevant in national contexts to support the monitoring of the implementation of the Goals. In certain societies, the invisibility of people of African descent on account of policy assimilation prevents different forms of intolerance from being addressed appropriately. - The stark reality is that people of African descent continue to suffer from many multiple, aggravated and intersecting forms of discrimination. As a result, educational outcomes for people of African descent are a function of their unequal access to key educational resources, including skilled teachers and quality curriculums. There is copious evidence that in some States, students of African descent routinely receive dramatically different learning opportunities based on their social status. This poses a fundamental challenge to Goal 4, which aims at ensuring an inclusive and equitable quality education for all. Intimately connected to the right to education is the right to work. With poor educational outcomes at all levels in addition to racial discrimination, people of African descent are unable to secure decent work.

- The International Decade for People of African Descent and the Sustainable Development Goals must meet the aspirations of people of African descent. The Durban Declaration and Programme of Action must be reaffirmed and States must guarantee their implementation. The Working Group urges Member States to reach consensus so that the forum for people of African descent can be held as soon as possible before the end of 2017. In order for the forum to reflect the concerns of States and civil society, it is desirable to open a consultation with civil society organizations to work on the format of the forum. The forum should, inter alia, discuss sources of racism and Afrophobia and the question of reparatory justice, as well as the overall theme of the Decade: recognition, justice and development. The work in the forum should lead primarily to the development of a United Nations declaration on people of African descent and other tangible results.

- The International Decade for People of African Descent is a timely and important endeavour. The momentum that has been gathering speed since the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance in Durban in 2001, the tenth anniversary of the Durban Declaration and the Programme of Action and the International Year in 2011 must be maintained and reinforced. The Decade will be an opportunity to ensure the effective implementation of the crucial provisions laid out in the International Convention on the Elimination of All Forms of Racial Discrimination and the Durban Declaration and Programme of Action, and thus the realization of full and effective equality for people of African descent. Therefore, the Working Group invites the General Assembly to adopt and launch the International Decade for People of African Descent in 2013, and consider in its deliberations the Draft Programme of Action for the Decade drawn up by the Working Group under the theme "People of African Descent: Recognition, Justice, Development".
