- The International Decade for People of African Descent is a timely and important endeavour. The momentum that has been gathering speed since the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance in Durban in 2001, the tenth anniversary of the Durban Declaration and the Programme of Action and the International Year in 2011 must be maintained and reinforced. The Decade will be an opportunity to ensure the effective implementation of the crucial provisions laid out in the International Convention on the Elimination of All Forms of Racial Discrimination and the Durban Declaration and Programme of Action, and thus the realization of full and effective equality for people of African descent. Therefore, the Working Group invites the General Assembly to adopt and launch the International Decade for People of African Descent in 2013, and consider in its deliberations the Draft Programme of Action for the Decade drawn up by the Working Group under the theme "People of African Descent: Recognition, Justice, Development".

- [In order to provide equal access to justice for people of African descent and as a part of the duty of States to protect human rights, the Working Group calls upon States to guarantee that:] The rights of children and youth of African descent are specifically protected with regard to their identity, culture and language, particularly by promoting culturally and linguistically sensitive education policies and programmes. Measures should be adopted to combat the indirect discrimination faced by children in education systems by removing the negative stereotypes and imagery often used in teaching materials, ensuring the inclusion in curricula of the histories and cultures of people of African descent, and the history of the transatlantic slave trade, and ensuring the cultural or linguistic relevance of teaching for children of African descent. Formal education at the early childhood, primary, secondary, post-secondary and adult levels must incorporate knowledge about the history of transatlantic slavery, the role of people of African descent in global development, and the diversity and richness of civilizations and cultures which constitute the common heritage of humankind. Comprehensive curricula reform should also tackle all forms of stereotypes;

The 2030 Agenda for Sustainable Development envisages a world of universal respect for equality and non-discrimination between and within countries, including gender equality, by reaffirming the responsibilities of all States to respect, protect and promote human rights, without distinction of any kind as to race, colour, sex, language, religion, political or other opinions, national and social origin, property, birth, disability or other status. In adopting the Goals, States have pledged that no one will be left behind and to reach the furthest behind first. The Goals are clearly focusing on the needs of the poorest and most vulnerable.
